More than 10 years have passed since the enforcement of the Yokohama City Environmental Impact Assessment Ordinance (1999), and the Environmental Impact Assessment System was revised to respond to changes in social conditions and operational issues during this period. . Specifically, we revised the Yokohama City Environmental Impact Assessment Ordinance and the Yokohama City Environmental Impact Assessment Ordinance, and formulated the Yokohama City Environmental Impact Assessment Guidelines and the Yokohama City Environmental Impact Assessment Technical Guidelines, and August 1, 2011. 1 About all revisions of the Yokohama City Environmental Impact Assessment Ordinance

At the 4th City Counsil Regular Meeting in 2010, "Revision of the Yokohama City Environmental Impact Assessment Ordinance" was passed, and a new ordinance was promulgated on December 24, 2010. The new ordinance came into effect on August 1, 2011.

Points of Ordinance Revision

Introduction of environmentally conscious procedures at the planning stage of the project

As procedures for consideration for the environment at the planning stage of the project, we introduced procedures such as the creation and public notice and inspection of "consideration letter", the submission of environmental information from citizens, and the creation of "consideration mayor opinion statement".
Along with this, we abolished "summary about adjustment from environmental aspect to affect planning of plans such as Yokohama-shi development projects".

Review of procedures, etc.

At the preparation stage, the submission of the “Preparatory Statement Opinion Statement” from the business operator was newly stipulated, and the amendment was made to submit an opinion statement during this inspection period.
In addition, we made examination book (mayor opinion) for "preparation book", and revised "evaluation book" to be based on "examination book".

Publication of books, etc. via the Internet

It has been revised to publish the full text of books, etc. from the "Consideration Letter" to the "Post-Survey Result Report" via the Internet.

Progress of Ordinance Revision

In revising the ordinance, in June 2009, we consulted the Yokohama City Environmental Creation Council on "the ideal way of a system for environmental impact assessment", and obtained a report in March 2010 and proceeded with the study. . Along with the ordinance revision, the Yokohama City Environmental Impact Assessment Ordinance Enforcement Regulations were revised, environmental considerations guidelines and environmental impact assessment technology guidelines were formulated. Describes "Environmental Impact Assessment Items", "Methods for Investigation, Prediction and Evaluation", "Methods for Ex-post Investigation", "Matters for Environmental Impact Assessment and Ex-post Investigation", etc.
In the technical guidelines based on the Environmental Impact Assessment Ordinance before the revision, changes in the items described in the books due to the review of the procedures, review of the environmental impact assessment items, etc. were added, and explanations were added to make it easier to understand.
