As citizens' needs are diversifying and individualized, in order to build a richer citizen's life, not only the activities of the government and companies, but also the activities of local residents' organizations, volunteer activities, etc. It is necessary to develop into a plural society in which local activities are carried out by various actors, including public interest activities.
Citizen activities have many characteristics such as spontaneity, flexibility, and originality, and are originally carried out independently and independently, but on the other hand, citizen activities and the government recognize each other's strengths, It is required to build appropriate partnership relationships and promote collaborative activities.
In such collaboration, it is important that the activities are open to the public.
Yokohama City promotes such citizen activities based on the understanding of citizens and enacts this ordinance to aim for the realization of a community where each and every citizen can live richly.
- (Objective)
- Article 1 These ordinances stipulate the basic matters of measures related to the promotion of social activities, clarify the responsibilities of Yokohama City (hereinafter referred to as "city") and those who carry out social activities, and promote social activities. The purpose is to contribute to the realization of a vibrant community.
- (Definition)
- Article 2 In these ordinances, "civic activities" are activities aimed at contributing to the promotion of profits of unspecified and large numbers of things, not for profit, but voluntarily performed, and the following items Refers to those that do not fall under any of the items.
- Activities aimed at spreading religious doctrines, conducting ritual events, and educating and nurturing believers.
- Activities aimed at promoting, supporting, or opposing political principles

- Article 3 The city shall endeavor to create an environment in which social activities are actively conducted through measures that contribute to the promotion of social activities.
- (Responsibilities for Social Activities)
- Article 4 Those who conduct social activities shall carry out activities while taking advantage of their characteristics, and shall endeavor to ensure that the activities are widely understood by citizens.
- (Basic Principles for Conducting Business in Cooperation)
- Article 5 Citizens engaged in social activities and the city shall promote the business based on the following basic principles when conducting business in cooperation.
- Those who carry out social activities and the city should stand on an equal footing and deepen mutual understanding.
- Thing performing social movement and city share purpose about the business concerned and release the information.
- The city shall respect the independence and independence of social activities.
- (Municipal measures)
- Article 6 The city shall implement appropriate measures within the budget, such as provision of information and activity places and financial support, in order to promote social activities.
- (Establishment of Funds)
- Article 7 In order to contribute to the creation of an environment in which support by citizens and businesses for those engaged in social activities is actively carried out, and to promote social activities by smoothly providing financial support for those engaged in social activities, Yokohama City Social Activities Promotion Fund (hereinafter referred to as "Fund") will be established.

- Article 8 The amount to be accumulated in the Fund shall be determined by the revenue and expenditure budget.
- (Management)
- Article 9 Cash belonging to the Fund must be kept in a deposit with a financial institution or other reliable and advantageous manner.
- (Proposal of gain on investment)
- Article 10 Revenues arising from the operation of the Fund shall be recorded in the Revenue and Expenditure Budget and accumulated in the Fund.
- (Disposal)
- Article 11 The Fund may dispose of all or part of it only when it is necessary to achieve its purpose.
- (Submission and inspection of business reports, etc.)

- (Establishment of Yokohama City Citizens' Activities Promotion Committee)
- Article 13 In response to the mayor's consultation, the Yokohama City Citizens' Activities Promotion Committee (hereinafter referred to as the "Committee") will be established as an affiliated organization of the mayor to investigate and discuss necessary matters concerning the promotion of social activities.

- 3. The committee may have a subcommittee as necessary.
- (Organization)
- Article 14 The Committee shall be organized with no more than 10 members.
- The 2 committee members are appointed by the mayor from those listed in the following items.

- Representative of those engaged in social activities
- In addition to those listed in the preceding two items, those who the mayor deems appropriate
- (Term of office of committee members)
- Article 15 The term of office of a member shall be two years. Provided, however, that if a member is missing, the term of a substitute member shall be the remaining term of the predecessor. (2) Members may be reappointed.
- (Delegation)
- Article 16 In addition to what is provided for in this Ordinance, necessary matters concerning the enforcement of this Ordinance shall be specified by rules.
- Supplementary Provisions
- This Ordinance shall come into effect on July 1, 2000.
- Supplementary Provisions
- This Ordinance shall come into effect on April 1, 2005.
