3-(1) Those who are considering applying for establishment certification

Flow of application for establishment certification

1 Examination and consultation for the establishment of an NPO

When aiming to acquire an NPO corporation status, plan and consider the comparison with other legal status, set goals and missions, the content and management method of the business to be carried out, and funding.

2 Preparation of application documents (pre-confirmation of documents for certification application)

  • Prepare the necessary documents for the establishment certification application. (Documents relating to establishment certification
  • Pre-confirmation of documents is checked in advance. (See “Request for Establishment Certification Application” below.)

3 Decisions on Establishment of Corporate

  • We hold a general meeting of the incorporation of a corporation to make a decision on the establishment of a corporation.
  • The minutes of the founding general meeting are required for application, so be sure to prepare them.

4 Submission of application documents

  • Once you have completed the application documents, apply to Yokohama City.
  • If the documents are incomplete, it will take some time to apply again, so Yokohama City recommends that you receive prior confirmation of the documents.

5 Acceptance, publication and inspection of application documents

  • Announcement: After receiving the application documents, "Date of application", "Articles of Incorporation", "List of Officers (excluding Address)", "Purpose of Establishment", "Business Plan (for two business years)" We announce on Yokohama-shi homepage until decision of certification or non-certification decision.
  • Public inspection: Of the application documents, the “Articles of Incorporation”, “List of Officers (excluding Address)”, “Purpose of Establishment”, “Business Plan (for two business years)”, and “Activity Budget (for two business years)” We offer for inspection in Yokohama-shi (Yokohama-shi citizen collaboration promotion center). (It will also be released on the Yokohama City website.)

6 Determination of certification or non-certification (within 45 days after the end of the inspection period)

  • Yokohama City will make a decision on certification or non-certification within 45 days after the end of the inspection period, and will issue a notice of certification or non-certification.

7 Registration of Incorporation

  • If you receive a certification decision, you must register with the Legal Affairs Bureau (Yokohama Legal Affaires Bureau) within two weeks from the date of receiving the decision. By this registration, a corporation will be established.

8 Submission of registration completed by registration form

We recommend that you check in advance.

Pre-confirmation is carried out, such as confirming the contents of the application documents for certification of establishment of a corporation.

If you would like to confirm in advance, please submit a set of application documents in one of the following ways.
① Submit application documents by mail
② Submit application documents data (Word, Excel, PDF format) by e-mail
※Once the prior confirmation is accepted, the Yokohama City will contact you. If you do not contact us, please check the reception status by phone.
※A set of application documents is required for prior confirmation, but it is also possible to start when the following five points are completed. (Example of format, description example

  1. Articles of Incorporation
  2. List of Officers
  3. Statement of Purpose of Establishment
  4. Business Plan (for two fiscal years)
  5. Activity Budget Report (for two fiscal years)

※After confirming the documents, the person in charge will inform you of the confirmation result.
