Flow of Application for Establishment Certification
1 Examination and consultation for the establishment of an NPO
When aiming to acquire an NPO corporate status, plan and carefully consider comparisons with other corporate status, setting goals and missions, and the contents of the business to be conducted, management methods, and cash flow.
2 Preparation of application documents (pre-confirmation of documents for certification application)
- Create the documents required for the application for certification of establishment. (Documents related to the application for certification of establishment)
- The preparation of documents is carried out in advance. (Refer to “Requests for Application for Certification of Establishment” below.)
3 Decision-making on the establishment of a corporation
- We hold a general meeting of the establishment of a corporation to make a decision on the establishment of a corporation.
- The minutes of the founding general meeting are required for application, so be sure to prepare it.
4 Submission of application documents
- Once the application documents have been completed, apply to Yokohama City.
- If the documents are incomplete, it will be applied again and it will take some time, so Yokohama City recommends that you receive prior confirmation of the documents.
5 Acceptance, Publication and Inspection of Application Documents
- Publication: After accepting the application documents, “Date of application”, “Articles of Incorporation”, “List of Officers (excluding Address)”, “Intents for Establishment”, “Business Plan (for 2 Business Years)” “Activity Budget Book (for 2 Business Years)” will be announced on the Yokohama City website until the certification or non-certification is determined.
- Inspection: Of the application documents, the articles of incorporation, the list of officers (excluding Address), the purpose of establishment, the business plan (for 2 business years), and the budget for activities (for 2 business years) will be available for inspection at Yokohama City (Yokohama City Citizens' Collaboration Promotion Center). (We release on Yokohama-shi homepage.)
6 Determination of certification or non-certification (within 45 days after the end of the inspection period)
- Yokohama City will decide on certification or non-certification within 45 days after the end of the inspection period, and will issue a letter of certification or non-certification.
7 Registration of incorporation
- If you receive a certification decision, you must register for incorporation at the Legal Affairs Bureau (Yokohama Legal Affaires Bureau) within two weeks from the date of the decision. A corporation is established by this registration.

8 Completed registration by registration form
- After registration is completed, submit a notification of completion of establishment registration to Yokohama City. (Documents required for notification)

We carry out prior confirmation, such as confirming the contents of the application documents for certification of establishment of a corporation.
If you would like to confirm in advance, please submit a set of application documents in one of the following ways.
① Submit application documents by mail
② Submit application document data (Word, Excel, PDF format) attached to e-mail (cloud, etc. is not allowed)
※Once we have received prior confirmation, we will contact you from Yokohama City. If you do not contact us, we apologize, but please check the reception status by phone.
※A set of application documents is required for prior confirmation, but it can also be started when the following 5 points are collected. (Examples of format and description)
- Articles of Incorporation
- List of Directors
- Purpose of Establishment
- Business plan (for 2 fiscal years)
- Activity Budget Book (for 2 fiscal years)
※After confirming the documents, the person in charge will inform you of the confirmation results.
