About temporary suspension of efforts to register "Kamakura" as a World Heritage Site

Yokohama City has been promoting the registration of "Kamakura" as a World Heritage Site in collaboration with Kanagawa Prefecture and four prefectures related to Kamakura City and Zushi City. We decided to suspend activities.
Regarding Kamakura's registration as a World Heritage Site, since Ikomos' non-list recommendation for "Kamakura, the ancient capital of samurai" in April 2013, we aim to re-recommendation and registration. We have been conducting research centered on comparative research.
However, at present, it takes more time to build a new concept that can prove the remarkable universal value recognized by Icomos, so it is possible to immediately prepare a draft recommendation for re-recommendation of World Heritage Registration. I decided not to do it.
Therefore, the four related prefectures and cities have set a medium- to long-term goal of Kamakura as a World Heritage Site, and for the time being, we have decided to suspend activities related to the preparation of draft recommendation that have been jointly conducted so far from 2020. .

In addition, there are two candidate heritage sites of Yokohama City: the nationally designated historic site, Shomeiji Temple, and the nationally designated historic site.

Initiatives to date

FY1992: "Temples and shrines of the ancient capital Kamakura" will be listed on UNESCO's provisional list.
Fiscal 1998: Kamakura City and Kanagawa Prefecture have set up a “World Heritage Registration Review Liaison Conference”.
Fiscal 2004: The Kamakura City Historical Heritage Review Committee (established in February 2014) has set the basic concept for registration as "Kamakura, the ancient capital of samurai."
Fiscal 2006: Yokohama City has decided to participate in the World Heritage Registration Project.
Fiscal 2007: Kanagawa Prefecture, Yokohama City, Kamakura City, Zushi City World Heritage Registration Promotion Council (consisting of each chief and superintendent of education) was launched, and preparations for drafting a recommendation letter were started.
FY2008: The first International Conference of Experts was held (the second meeting was held in fiscal 2009).
Fiscal 2009: The four prefectures and cities requested the Agency for Cultural Affairs to make an early recommendation, and with the cooperation of the Agency for Cultural Affairs, a committee to create a recommendation letter on the list of the “Kamakura, the ancient capital of samurai” World Heritage List.
FY2010: The 3rd and 4th International Experts Meetings were held.
FY2011: At the deliberation of the Cultural Council Cultural Properties Subcommittee and the liaison meeting of the World Heritage Convention-related ministries and agencies related to the World Heritage Convention, the recommendation of "Kamakura, the ancient capital of samurai" was decided (September).

FY2012: Opened a website (outside site) jointly with Kanagawa Prefecture, Kamakura City, and Zushi City (April)

Icomomos recommendation

On April 30, 2013, the results of the examination by Icomos (Ikomos recommendation) were announced, and "Not listed (not registered)" was recommended.
On May 27, 2013, the policy of four prefectures and cities (Kanagawa Prefecture, Yokohama, Kamakura and Zushi) to withdraw the recommendation of World Heritage was decided.
On June 4, 2013, the government officially decided to withdraw the recommendation by the relevant ministries and agencies.

In July 2013, a lecture by Mr. Seiichi Kondo, former Secretary of the Agency for Cultural Affairs, was held in Kamakura City, and talked about the theme of "Future Kamakura".

"Kamakura's Cultural Properties, Value and Attractiveness-Things Seen from Comparative Study-(Interim Report)"

In the four prefectures of Kanagawa, Yokohama, Kamakura, and Zushi, after withdrawing unlisted recommendations and recommendations by Icomos of "Kamakura, the ancient capital of samurai", we delve into and confirm the value of "Kamakura" again. We have been conducting basic research centered on comparative research since FY2014. The results will be reported as a series of lectures.

1st "Zen Buddhism Temple Beginning in Kamakura"

They actually visited Zen temples and gardens in the precincts of Kencho-ji Temple, and then reported on the results of comparative research with similar assets in Japan and overseas using slides and other materials at Odo.

The 2nd "Formation and Development of Zen Buddhism"

In the precincts of Enkaku-ji Temple, he explained Zen Buddhism architecture on the ground, and then reported on the results of comparative research with similar assets in Japan and overseas using slides and other materials.

The 3rd "The Road where the Great Buddha came"

He explained the Great Buddha on the premises of Takanori-in Temple, and then reported on the results of comparative research with similar assets in Japan and overseas using slides and the like at the guest hall.

The 4th "Yagura Spread"

We actually observed the tower in the precincts of Jokomyoji Temple, and then reported on the results of comparative research with similar assets in Japan and overseas using slides etc. at the guest hall.

The 5th "About the Shrine in Kamakura-Focusing on Tsurugaoka Hachiman-gu-"

At the precincts of Tsurugaoka Hachiman-gu Shrine, he explained the appearance of Hongu and Maiden on the ground, and then moved to Kamakura Junior High School attached to Yokohama National University and reported on the results of comparative research with similar assets in Japan using slides and the like.

Briefing Session "Kamakura's Cultural Properties: Its Value and Attractiveness"

In addition to reporting on the results of comparative research conducted since fiscal 2014, a panel discussion was held with representatives from shrines and temples and scholars in Japan.

Special series of lectures "Searching the Origin of Yakura"

In addition to reporting on the contents of the comparative study conducted in FY2017, a lecture was given to widely explain the actual situation of the tower. At the same time, high school students gave presentations on research on Kamakura.
