National Health Insurance Law (excerpt)
Article 11 The National Health Insurance Management Council shall be established in municipalities to discuss important matters related to the operation of the National Health Insurance business.
2 In addition to what is provided for in the preceding paragraph, necessary matters concerning the National Health Insurance Management Council shall be specified by a Cabinet Order.

National Health Insurance Law Enforcement Order (Excerpt)
Article 3 The National Health Insurance Management Council (hereinafter referred to as the “Council”) shall be organized with the same number of members representing the insured, members representing the insurance physician or insurance pharmacist, and members representing the public interest.
2 The number of members shall be determined by ordinance.
Article 4 The term of office of a member shall be three years. Provided, however, that the term of office of a substitute member shall be the remaining term of the predecessor.
Article 5 The council shall have one chairman, and all members shall elect this from among the members representing the public interest.
(2) If the President has an accident, a member elected in accordance with the provisions of the preceding paragraph shall perform his / her duties.
Supplementary Provisions
Article 1-2 Regardless of the provisions of Article 3, Paragraph 1, the Council shall add members who represent the insurer such as employee insurance prescribed in Article 10, Paragraph 1 of the Supplementary Provisions to the members prescribed in Article 3, Paragraph 1. Can be organized.

Yokohama City National Health Insurance Ordinance (Excerpt)
Article 2 The fixed number of members of the Yokohama City National Health Insurance Management Council (hereinafter referred to as the “Council”) shall be as specified in the following items.
(1)　7 members representing the insured
(2)　7 members representing insurance physicians or insurance pharmacists
(3)　7 members representing the public interest
(4)　Two members representing the insurers such as employee insurance prescribed in Article 3, Paragraph 1 of the National Health Insurance Law Enforcement Ordinance (Government Ordinance No. 362 of 1958)
Article 3 When a member of the council travels outside the city for his / her duties, the amount paid to the person in the separate table No. 2 in the Yokohama City Travel Expense Ordinance (October 1948 Yokohama City Ordinance No. 73) Travel expenses shall be paid mutatis mutandis to the ordinance.
Article 4 In addition to what is provided for in the preceding two Articles, necessary matters concerning the council shall be specified by rules.
