9 Prefectural City Youth Administration Managers' Meeting

The various issues surrounding young people today are common across metropolitan areas, and the range of youth activities is expanding mainly in the Tokyo metropolitan area.
Based on these circumstances, the “Kyuto Prefectural City Youth Administration Supervisory Section Managers Meeting” is actively working on wide-area issues to promote youth administration.

Major Initiatives

Until FY2019, in line with the Cabinet Office's advocated "National Emphasis Month for the Prevention of Youth Delinquency and Damage", the Nine Prefectural City Youth Administration Chiefs' Meeting created a joint enlightenment poster for the healthy development of young people, and schools, related organizations, and public facilities. It is distributed to and utilized.

Nine Prefectures and Municipalities Joint Initiative "Recommendation System for Mobile Phone Terminals Considering the Healthy Development of Youth"

Since November 2011, we have recommended "mobile phone terminals that consider healthy development for young people" as a joint initiative of nine prefectures. .
Mobile phone terminals or PHS terminals (hereinafter referred to as "mobile phone terminals, etc.") that are deemed to be taking necessary measures to prevent youth from using the Internet to obtain information that may hinder the healthy development of young people. ) Or a system that recommends the functions that can be used on mobile phone terminals (notification restriction functions, e-mail restriction functions, etc.) according to the age of the youth.
This recommendation system does not encourage young people to have mobile phone terminals, etc., but if parents decide that it is necessary for young people to have mobile phone terminals, etc. It was created to be used as a guide and reference when choosing mobile phones and their functions.

Recommendation requirements

Regarding mobile phone terminals and functions applied for by mobile phone carriers, we generally judge whether or not to recommend those that meet the following requirements.

Major Requirements
About elementary school students Junior high school students and above

1 Not being able to connect to the Internet
2 Prevent parents from contacting unwanted parties
3. To be kept to a minimum, such as setting an upper limit on usage fees
4 Parents can appropriately limit functions that are not deemed necessary (camera, television, etc.)
Etc.

1 Being able to use the Youth Harmful Information Filtering Service
2 Preventing contact with someone who may have a harmful effect on adolescents
3 Being able to properly limit late-night use and deter dependent use.
4 Parents should be able to properly grasp the usage status (however, consideration should be given to youth privacy)
