2 Payment requirements

Those who live or live in Yokohama City, and those who fall under any of the following at the time of application will be eligible for payment.
(1) Financially distress due to job separation or unavoidable leave, etc., and there is a risk of losing housing or loss of housing.
(2) On the date of application, one of the following situations: (Employment does not matter.)
   ① Within 2 years from the date of separation or closure (up to 4 years if the requirements are met)
   ② Income has decreased due to leave, etc., which is not responsible for the person's responsibility, and the situation is about the same as leaving or closing of business
(3) ①Those who have left or closed their business
    Applicant must be the main livelihood maintainer of the household on the day of separation.
   ②Those who have decreased income due to leave of absence, etc.
    In the month to which the application date belongs, the applicant must be the main livelihood maintainer of the household.
(4) In the month to which the application date belongs, the total income of the applicant and the person belonging to the same household as the applicant in the month to which the application date belongs is less than or equal to the following “income threshold”.

(9) You are not currently receiving social security.

3 Amount paid

(1) When the household income in the month to which the application date belongs is less than the standard amount
    The actual rent amount will be paid. (However, up to the maximum rent in the table below)
(2) When the household income in the month to which the application date belongs exceeds the standard amount
    We will provide the sum obtained by subtracting the amount of income from the sum of the base amount and actual rent. (However, up to the maximum rent in the table below)

4 Payment period

3 months in principle
※Those who are engaged in job hunting in good faith (see "8 Have While receiving") can extend the payment period up to twice every three months. However, it is necessary to meet the payment requirements when applying for an extension.
[Persons who have lost their homes] → Eligible from the rent for the following month and beyond the rent that requires payment as an initial cost when moving in.
[Persons who may lose their homes] → Eligible from rent for the month to which the payment application date belongs.

5 Payment method

As a general rule, Yokohama City will transfer directly to accounts such as real estate agents.
Please pay the co-payment directly to the real estate agent.

8 Have to be done during payment

During the payment period, you will be required to conduct job hunting activities for regular employment, including job hunting based on the support plan formulated by the ward office life support section. Depending on the requirements for providing the “Housing Security Benefit”, it is necessary to conduct a job seeker.

(4)If you make regular employment (the employment contract has no fixed period or the employment period of 6 months or more is set) after the payment is determined, please submit the "Permanent Employment Notification" to the ward office life support section . In principle, apply for a job or have an interview with a job offer at least once a week.
B: Self-employed persons other than A
After creating the “Activity Plan for Independence”, please carry out activities based on the plan at least once a month.

※In the case of B, if the business cannot be re-extended after 6 months, you will need to switch to the same "job hunting activities aiming for regular employment" as A.
※Payment may be suspended, for example, if you do not conduct a job search sincerely and enthusiastically.

If new income is expected due to employment, etc., be sure to notify the ward office life support section.
In addition, if it is found that it falls under improper receipt, such as a false application or notification, we will stop the payment of subsequent benefits and return all or part of the overpaid amount.

11 When the initial cost of the house is required

"Initial cost" when contracting for rental housing is not subject to housing security benefits. For those who have difficulty responding to the “initial costs”, there is a “Comprehensive Support Fund Loan (Housing Fee)” system of the Japan National Council of Social Welfare. However, the loan is subject to examination.
In addition, for those who have lost their homes until they receive the housing security benefits and are having trouble with their current living expenses, there is also a "Temporary Special Connection Fund Loan" system of the Japan National Council of Social Welfare. The reception desk for each loan application is the Japan National Council of Social Welfare, where you live or plan to move. If you wish to apply, please contact us in advance.

(1) Comprehensive Support Fund Loan
In addition to continuous living consultation and support (employment support, etc.), we lend living expenses and temporary funds to support the rebuilding of life.
① Housing expenses [Applicable: security deposit, key money, etc.]: Up to 400,000 yen (in principle, transfer to the other party under the lease agreement)
②Living support expenses [Target: Living expenses required until life reconstruction]: Multiple households within 200,000 yen per month (within 150,000 yen per month)
Loan period 1 year or less
③ Temporary life reconstruction expenses [target: employment preparation expenses, furniture and fixture expenses, etc.]: 600,000 yen or less

(2) Extraordinary special bridging funds
This is a loan (up to 100,000 yen) of expenses required for immediate living until receiving public benefits to those who have lost their homes.
After the loan is decided, the funds will be transferred to the financial institution account in the name of the person.
