What is welfare paid transport?
Welfare paid transportation (welfare paid transportation service) means that it is recognized that it is difficult for NPOs to move without the assistance of others, and it is difficult to use taxis and other public transportation alone. In principle, individual door-to-door transportation is performed for members such as persons with disabilities, using cars with a capacity of less than 11 passengers.
Eligible users
Eligible users are those who fall under the following and who have difficulty using public transportation such as taxis alone, who are registered as users in advance and their attendants.
Person who has certificate of the physically disabled
(B) Persons with Mental Handicapped Health and Welfare Handbook
(C) Those who have a notebook of love (care notebook)
(D) Those who have been certified as requiring long-term care
(E) Those who have been certified as requiring support
(He) Those who meet the criteria (basic checklist) set by the Minister of Labor Atsushi under Article 160-62-4, Item 2 of the The Long-term Care Insurance Law Enforcement Regulations
Those who have physical disabilities, internal disabilities, mental disorders, intellectual disabilities, incurable disease (disease specified by the Comprehensive Support for Persons with Disabilities Act), and other disabilities (development disorders such as self-clusiveness, learning disabilities, etc.)

Organizations that can be registered as non-profit organizations (NPOs), general incorporated associations, general incorporated foundations, licensed neighborhood associations, agricultural cooperatives, consumer cooperatives, medical corporations, social welfare corporations, chambers of commerce, commercial and industrial associations, workers' cooperatives, non-profit corporations (Neighborhood Association, Neighborhood Associations, etc.).

When performing welfare paid transport, it is necessary to register, but prior to registration application, at the "Yokohama City Welfare paid transport service management council" held by Yokohama City, the necessity of welfare paid transport, transportation It is necessary to discuss and agree on the area and the price received from passengers.
In addition, the same procedure is required when renewing registration / change registration (expansion of transportation area and expansion of passenger range, business-cooperated private paid transportation) / change of usage fee (use fee About change, only agreement of management meeting is necessary.) 。

In Yokohama City, for the purpose of discussing the necessity and appropriate implementation of welfare paid transport performed by non-profit corporations through registration based on Article 79 of the Road Transportation Act, "Yokohama City Welfare Transfer Service Management Council "has been established.

※The deadline for submitting documents related to the pre-adjustment is approximately one month before the scheduled date of the Steering Council, which is scheduled to apply for consultation.
If you are a group planning to apply, please contact the secretariat as soon as possible.
※The holding time depends on the status of the consultation application, but is held two or three times a year.
2 Prior coordination with the implementing entity and administrative procedures
(1) Prior to the consultation application, first consult the Yokohama City Welfare Transfer Service Management Council Secretariat by telephone or e-mail.

(2) Once the documents required for the application are ready, submit them directly to the Management Council Secretariat. Please inform us of your desired date and time in advance.
At the time of reception, we will ask questions about the situation of the implementing entity, etc., along with confirmation of the documents. (Assuming about 1 hour including document confirmation)
(3) If there are any incomplete documents during the pre-adjustment, we may ask you to resubmit.
Some documents take some time to prepare for necessary training, obtain certificates, etc. If you are planning to apply, please consult with the secretariat as soon as possible.
(4) When there is not defect of documents, we discuss in Yokohama-shi welfare paid movement service management meeting.
The deadline for submitting documents related to the pre-adjustment is approximately one month before the scheduled date of the Steering Council, which is scheduled to apply for consultation.
(5) The results of the consultation of the Management Council will be notified to the implementing entity at a later date.
If an agreement is reached on the content of the consultation, we will send you a "document proving that the consultation has been completed".
(6) Apply for registration with the document of (5) attached to Yokohama City.
(7) If there are no incomplete documents, a registration certificate for welfare paid transport will be issued (the standard processing period is 30 days) 。
(8) Registration is valid for two years from the date of registration. If you continue to carry out welfare paid transport, you need to apply for renewal before the expiration date.
