What is welfare paid transport?
Welfare paid transportation (welfare paid transportation service) means that NPOs, etc. are deemed difficult for NPOs to move without the assistance of others, and it is difficult to use taxis and other public transportation alone. In principle, individual door-to-door transport is performed for members such as physically handicapped persons, using vehicles with a capacity of less than 11 passengers.
Eligible users
The target audience is those who fall under the following and who have difficulty using public transportation such as taxis alone, those who have been registered in advance as users and their attendants.

Those who have physical disabilities, internal disorders, mental disorders, intellectual disabilities, incurable disease (disease specified by the Comprehensive Support for Persons with Disabilities Act), and other disabilities (development disorders such as self-closure, learning disabilities, etc.)

Pre-registration with the implementing organization (business establishment) is required to use it, so please contact each implementing organization (business establishment).

In Yokohama City, for the purpose of discussing the necessity and appropriate implementation of welfare paid transportation performed by non-profit corporations through registration based on Article 79 of the Road Transportation Act, the "Yokohama City Welfare Transportation Service Management Council" has been established.

※The meeting is held two or three times a year, depending on the status of the consultation application.
2 Pre-adjustment and administrative procedures with the implementing entity
(1) Prior to the consultation application, please consult the Yokohama City Welfare paid mobile service management council secretariat by telephone or email.

(2) Once the documents required for the application are completed, submit them directly to the Management Council Secretariat. Please let us know your desired date and time in advance.
At the time of reception, we will ask you about the status of the implementing entity, etc., along with the confirmation of the documents. (It takes about one hour, including document confirmation.)
(3) If there are any incomplete documents during the preliminary adjustment, you may be asked to resubmit.
There are some documents that take time to prepare for necessary training and obtain certificates, so if you are planning to apply, please consult with the secretariat as soon as possible.
(4) When there is no deficiencies in the documents, we will discuss at the Yokohama City Welfare paid mobile service management meeting.
The deadline for submitting documents related to the advance adjustment is approximately one month before the scheduled date of the Steering Council, which is scheduled to apply for consultation.
(5) The results of the discussion of the Steering Council will be notified to the implementing entity by notification at a later date.
If an agreement is reached on the content of the consultation, we will mail you a "documents proving that the consultation has been completed".
(6) We attach document of (5) to Yokohama-shi and apply for registration.
(7) If there are no incomplete documents, a registration certificate for welfare paid transport will be issued (the standard processing period is 30 days). 。
(8) The registration is valid for two years from the date of registration. If you want to continue carrying out welfare paid transport, you must apply for renewal before the expiration date.
