Shinyamashita Daiichi District Town Planning Agreement

Article 1: Purpose of the City Planning Agreement

Purpose of the City Planning Agreement
In this area, in order to promote land use conversion to a city where people can feel the bustle of the people and become places for citizens to interact and stay, it is necessary to create an attractive space that makes effective use of the city's resources such as the Shinyamashita Canal is. To that end, it is necessary for all stakeholders involved in urban development, including landowners, to cooperate and develop harmonious and balanced.
Unlike large-scale redevelopment of the district-integrated area, in this area, where the subject and timing of development are expected to differ depending on the site, in particular, each person involved in town planning shares a basic vision for the way the city should be. It is necessary to have common rules for development. The urban development agreement is also essential for increasing the value of land assets with conservation and enhancing the potential of the district.
For this reason, in line with the decision of the "Shinyamashita Daiichi District District Plan" in this district, stakeholders will conclude this agreement as a voluntary rule for creating a more attractive city.

Article 2: Areas subject to the agreement

The target areas of this agreement shall be each part of Shinyamashita 1-chome, 2-chome and 3-chome, Naka-ku, and shall be as shown in the attached area map (PDF: 249KB).

Article 3: Conclusion of a city planning agreement

  1. Conclusion of Agreement
    This agreement is concluded by landowners in the target area and those who have land rights or lease rights for the purpose of owning buildings (hereinafter referred to as "land owners, etc.").
  2. Inheritance of Effectiveness
    When the owner of the land transfers the right, the owner of the land inherits this agreement to the person who newly acquires the right.

Article 4: Changes and Abolition of Agreements

When changing or abolishing this agreement, more than two-thirds of the owners of the land are required.

Article 5: Basic Policy for Town Development

This area aims to create a bustling city where citizens can spend a rich time by making use of the location of the waterfront facing the Shinyamashita Canal. For this reason, land owners should consider the following items.

(1) Creating a city that takes advantage of the environment along the canal
・Let's try to create a landscape that makes use of the environment of the Shinyamashita Canal, and create a space of moisture and liveliness along the border line promenade.

(2) Town planning that takes into account the scenery seen from the hill of Yamate and the scenery seen from the port
・Consider the view of the area, including the height and layout of the building, as well as the view of the area seen from the Harbor View Park (Minato-no-Mieru Oka Koen) and the view to the port.

(3) Creating a bustling city where people can walk happily, comfortably, and safely
・By maintaining a comfortable pedestrian space in the district, we will enhance the pedestrian's excursion and try to feel the continuous bustle inside and outside the building. Also, consider the formation of a space that allows everyone to move safely and comfortably, from streets to buildings.

(4) Creating a green and moist city
・Let's secure enough green space, create a sense of the season with greenery and flowers, and try to create an eco-friendly city.

Article 6: Standards for Buildings, etc.

  1. Community of Sites
    In order to make effective use of land, small-scale sites and irregular sites should be shared with adjacent sites.

  2. Design of the boundary between the site and the road
    (1) Do not make any steps between the sidewalk and the sidewalk-like open space.
    (2) Consider the sidewalk-like open space and the border line promenade to be a continuous space.
    (3) Plant the inside of the site along the sidewalk-like open space as much as possible and try to provide moisture to the street.

  3. Bridal line promenade
    (1) Regarding the design of the border line promenade, be sure to give a sense of unity as appropriate for the waterside environment.
    (2) Of the width of the border line promenade, 1m on the canal side from the reference line should be actively used as a scenic space by planting or as a vacant space in front of the store, and try to moisten the promenade and bring bustle.

  4. Open space on site
    On each site, let's try for maintenance such as open space, courtyard, passing passage which becomes place of relaxation of visitor.

  5. Green Space, Planting and Landscape
    (1) On the premises, let's try to secure enough green space by Takakiue judgment.
    (2) Consider the scenery and environment of the district and the surrounding area, and try to improve the scenery by greening using the rooftop and wall of the building.

  6. Parking lot bicycle parking lots
    (1) At each site, parking lots and bicycle parking lots should take care not to hinder the continuity of cityscapes and cityscapes, and consider the location of entrances and exits to consolidate them.
    (2) Let's maintain enough bicycle parking facilities on each site so that bicycles etc. do not park in sidewalk-like open space, border line promenade.

  7. Building height
    The height and arrangement of the building should not interfere with the view of the Bay Bridge or Yokohama Port surface from Harbor View Park (Minato-no-Mieru Oka Koen), etc. In addition, about building part along each street connecting city street Wangansen and Yamashita, Honmoku, Isogo Line, let's consider slope green tract of land of Yamate and prospect to port.

  8. Design of building wall
    (1) In order to form an expressive cityscape and create the bustle of the city, the building has been designed so that monotonous and uniform walls are not continuous, and windows and show windows are as much as possible in the lower part facing the pedestrian flow line. Let's try to set up openings such as windows.
    (2) The building should have an entrance on the part facing the border line promenade, and the lower part should be used to contribute to the creation of bustle along the canal, and the building should be open so that you can feel the environment along the canal from inside the building. Let's consider it.

  9. Colors and Materials
    (1) The color of the outer wall of the building should be based on a low saturation, such as cream, gray, etc., and bright colors, except when partially used as accents or bustling. In addition, the roof and roof part should be grayish calm color scheme in principle. But, when you do not depend on this, let's talk with town planning promotion committee to establish separately.
    (2) The materials of the building outer wall should be in harmony with the surrounding buildings and canal scenery.

  10. On-site lighting
    (1) Let's try to ensure the safety of the on-site lighting and actively maintain it to create the joy and beauty of the night scenery of the city.
    (2) In the area facing the Shinyamashita Canal, try to create an attractive night scenery that takes into account the reflection on the canal surface.

  11. Barrier-free
    Buildings and premises should be barrier-free so that everyone can move safely and comfortably. Also, in addition to functional performance, consider harmony with the landscape.

  12. Position and design of signboards
    (1) When setting up advertising materials, consider the installation location, size, design, etc. so that they are in harmony with the district and surrounding scenery, and be careful not to pollute the dignity of the city.
    (2) Do not install rental advertisements or signboards in sidewalk-like open spaces.

  13. Building equipment, exterior stairs, vending machines, etc.
    For building equipment such as elevated water tanks, cooling towers, air conditioners, outer stairs, vending machines, etc., consider the installation location and installation method as seen from the surroundings and pedestrian traffic.

  14. Building use and land use
    Regarding building use and land use, be careful not to damage the image of the district.

Article 7: Operation and management of the city

In order to maintain and develop a comfortable and orderly environment in the district in the future, land owners should try to maintain the aesthetics of buildings and sites, and manage the city appropriately.

Article 8: Operation of the Agreement

  1. Establishment of Committee
    The Urban Development Promotion Committee will be established by the owners of land in the target area, the chairman of the Shin-Yamashita Rinko District Redevelopment Promotion Council, the section manager in charge of the redevelopment coordination section of City of Yokohama, Port and Harbor Bureau Yamashita-Futo and the section manager in charge of central Urban Development Bureau.
  2. Role of the Committee
    The Town Planning Promotion Committee will be the mother body that promotes town planning in the target area, and will operate this agreement according to the details specified separately.
  3. Secretariat of the Committee
    (1) A secretariat will be set up to carry out the affairs of the committee.
    (2) The secretariat will be located within the City of Yokohama, Port and Harbor Bureau Yamashita-Futo Redevelopment Coordination Section.

Article 9: Consultation with the Committee

  1. Consultation on town planning activities
    Person who is going to perform town planning act (construction of building, setting of advertising matter, public establishment, change of use and form or design such as buildings, creation of land) in target area discusses the plan beforehand. Discuss with the committee. But it is not this limit about development of land by public works, setting of public establishment.
  2. Notification of transfer of ownership, etc.
    Land owners, etc., when transferring their rights, notify the Commission to that effect.

Article 10: Provisional land use

When we use provisional land about land of agreement area, we respect basic way of thinking of this agreement and consider harmony with neighboring town planning and try for maintenance of good environment .

Article 11: The validity period of the agreement, etc.

This Agreement shall take effect from the date of conclusion of the Agreement and shall take effect until the abolition agreement specified in Article 4 is reached.

When conducting "consultation with the Committee" under Article 9, please consult with the Secretariat (City of Yokohama, Port and Harbor Bureau Yamashita-Futo Redevelopment Coordination Division) as stipulated in Article 8 and submit the application form to the Secretariat.
After that, we will hold a town planning promotion committee after adjusting the schedule and discuss the contents of the application. I would like to ask for an explanation at the committee.
