Article 1: Purpose of the City Planning Agreement

Purpose of the City Planning Agreement
In this area, it is necessary to create an attractive space that makes effective use of the city's resources, such as the Shinyamashita Canal, in order to promote land use conversion to a city where people can feel the bustle of people and become a place for citizens to interact and stay. . To that end, it is necessary for all stakeholders involved in urban development, including landowners, to work together to develop harmonious and balanced development.
Unlike large-scale redevelopment that integrates the district, in this area, where the main body and time of development are expected to differ depending on the site, especially those involved in town planning share a basic vision for the ideal way of the city, It is necessary to have common rules for development. Town planning agreements are essential for conservation and increase the value of land and to improve the potential of the district.
For this reason, in accordance with the decision of the "Shinyamashita Daiichi District District Plan" in this district, the parties concerned will conclude this agreement as a voluntary rule for creating a more attractive city.

Article 2: Areas subject to the agreement

The target area of this agreement shall be a part of Shin-Yamashita 1-chome, 2-chome and 3-chome in Naka-ku, and shall be as shown in the attached area map (PDF: 249KB).

Article 3: Conclusion of a city planning agreement

  1. Conclusion of an agreement
    This agreement is concluded by landowners in the target area and those who have land rights or lease rights for the purpose of owning the building (hereinafter referred to as "land owners, etc.").
  2. Inheritance of effect
    When transferring the rights, land owners, etc., transfer this agreement to the person who newly acquires the right.

Article 4: Changes and abolition of agreements

When we change or abolish this agreement, we need agreement of more than two-thirds of owners of land.

Article 5: Basic Policy for Town Development

This area aims to create a bustling city where citizens can spend a rich time, taking advantage of the location of the waterfront facing the Shinyamashita Canal. For this reason, land owners should consider the items listed below.

(1) Creating a city that makes use of the environment along the canal
・Let's try to create a landscape that makes use of the environment of the Shinyamashita Canal, and try to create a moist and lively space along the waterfront promenade.

(2) Town planning that takes into account the scenery seen from Yamate Hill and the scenery seen from the port
・Consider the view of the district, including the height and layout of the building, should consider the view from the port, as well as the view of the district and the port as seen from Harbor View Park (Minato-no-Mieru Oka Koen).

(3) Creating a bustling city that is fun, comfortable, and safe walking
・By maintaining a comfortable pedestrian space in the district, we will enhance the pedestrian migration, and try to make it possible to feel continuous bustle inside and outside the building. Also, consider creating a space where everyone can move safely and comfortably, from streets to buildings.

(4) Creating a green and moist city
・While securing sufficient green space, create a seasonal feeling with greenery and flowers, and try to create an eco-friendly city.

Article 6: Standards such as buildings

  1. Shared site
    In order to make effective use of land, small and irregular sites with adjacent sites with adjacent sites.

  2. Design of the boundary between the site and the road

  6. Parking lot, bicycle parking lots
    (1) On each site, parking lot and bicycle parking lots should be considered not to hinder the cityscape and the continuity of the cityscape, and carefully consider the location of the entrance and exit.
    (2) Let's maintain sufficient bicycle parking facilities on each site so that bicycles do not park on the sidewalk open space and waterfront promenade.

  7. Building height
    Please consider the height and arrangement of the building so as not to obstruct the view of the Bay Bridge and the water surface of Yokohama Port from Harbor View Park (Minato-no-Mieru Oka Koen). In addition, for the building part along the streets connecting the city road Wangansen and Yamashita / Honmaki / Isogo lines, consider the prospects for the slope green space and port.

  8. Design of building wall

  10. On-site lighting
    (1) In addition to ensuring the safety of the on-site lighting should be ensured and proactively maintain the enjoyment and beauty of the night scenery of the city.
    (2) In the area facing the Shinyamashita Canal, let's try to create an attractive night scenery that takes into account the reflection on the canal water surface.

  11. Barrier-free
    Buildings and premises should be barrier-free so that everyone can move safely and comfortably. Also, in addition to functional performance, consider harmony with the landscape.

  12. Location and design of signboards, etc.
    (1) When setting up advertising matter, consider setting position, size, design, etc., so that it harmonizes with the district and surrounding scenery, and be careful not to pollute the dignity of the city.
    (2) Let's not install rental advertisements and signboards on sidewalk open spaces.

  13. Building equipment, outer stairs, vending machines, etc.
    For building equipment such as elevated water tanks, cooling towers, air conditioners, outer stairs, and vending machines, etc., consider the location and installation method, consider the scenery seen from the surroundings and pedestrian traffic.

  14. Building use and land use

Article 7: Operation and management of the city

Article 8: Operation of the Agreement

  1. Establishment of Committee
    A town planning promotion committee will be set up by the owners of the land in the target area, the chairman of the Shin Yamashita Rinko Area Redevelopment Promotion Council, the City of Yokohama, Port and Harbor Bureau Yamashita-Futo Redevelopment Coordination Section Manager and the Urban Development Bureau Central Revitalization Section Manager.
  2. Role of the Committee
    The Town Planning Promotion Committee will be the parent body for promoting town planning in the target area, and will operate this agreement according to the details specified separately.
  3. Secretariat of the Committee
    (1) A secretariat will be set up to carry out the affairs of the committee.
    (2) The secretariat will be located within the Yamashita-Futo Redevelopment Coordination Section, City of Yokohama, Port and Harbor Bureau.

Article 9: Discussion with the Committee

  1. Discussion on town planning activities
    Person who is going to perform town planning act in target area (construction of building, setting of advertising matter, public establishment, change of use such as buildings and form or design, development of land) in target area, plans the plan beforehand Discuss with the committee. But it is not this limit about development of land by public works, setting of public establishment.
  2. Notification of transfer of ownership, etc.
    When land owners transfer their rights, they will notify the committee accordingly.

Article 10: Provisional land use

When using the land in the agreement area, we will respect the basic concept of this agreement, consider harmony with the surrounding town planning, and strive to maintain a good environment.

Article 11: Effective period of the Agreement

This Agreement shall come into effect from the date of conclusion of the Agreement and shall remain in force until an agreement on abolition as stipulated in Article 4.
