Prerequisites for the construction of this system
(1) Adoption of low-code platform
One of the objectives of the construction of this system is to replace the work that was carried out on an Excel basis with this system, and it is necessary to build a system that can flexibly and promptly respond to changes in style and flow. , A low-code platform (hereinafter referred to as “LCDP”) shall be adopted.
(2) Definition of LCDP in this procurement
In this procurement, LCDP is defined as follows:
* Using drag-and-drop GUI operations, you can create applications without relying on programming language knowledge.
* The created application can be operated immediately, and it is easy to check whether the application meets the requirements with the operating application.
* It is a platform that supports the entire system lifecycle, such as application creation, execution, and operation.
(3) Utilization of package software for budgeting administrative functions
Since budgeting is a complex and large-scale task, it will be developed using existing package software with basic functions for budgeting in order to reduce costs and risks in development and improve work efficiency. The package software shall be built on the LCDP.
The functions that the package should have are as follows.
* Business can be managed, and each business can compile a budget for each fiscal year.
* Can retain organizational information to be responsible for the business
* Business and organizational information can have a hierarchical structure.
* The fiscal department can assess the amount organized by each business. At that time, both the budgeting amount organized by each business and the assessed value set by the finance department. In addition, the assessed value can be kept at multiple stages.
* It has a dashboard function to visualize the organization status. In addition, the ability to aggregate and visualize data from various perspectives, such as by combining business and organizational hierarchies.
* The package software is regularly and continuously enhanced as package software.
If these conditions are met, it does not need to be package software for local governments.
