Single-parent family independence support plan

In November 2002, the "Mother and Child and Widow Welfare Law" was partially revised in order to provide detailed welfare services and support independence for mother and child families facing various difficulties. Article 12 stipulates regulations on independence promotion plans for prefectures and others. In March 2003, the Ministry of Health, Labour and Welfare provided the "Basic Policy on Measures for Stable and Improving the Life of Mother and Child Families and Widows," which stipulates matters that should serve as guidelines for the independence promotion plan formulated by prefectures and others. Based on this, Yokohama City has formulated a five-year “Independence Support Plan” for five years since 2003 and is promoting the plan so that measures such as mother and child families can be comprehensively and systematically.
