Yokohama City Ordinance on Promotion of International Peace

 In Yokohama, we have made various efforts to promote international peace without forgetting that many precious lives were sacrificed by the Yokohama Air Raid on May 29, 1945. One of them is the tie-up between sister cities overseas, which has been promoted based on the idea that deepening international goodwill and mutual understanding between cities and cities will lead to world peace. These efforts have been highly evaluated and were awarded the title of Peace Messenger by the United Nations.
 On the other hand, despite various efforts for international peace, many precious lives have been lost due to regional conflicts. In addition, the threat of force and international terrorism are also serious problems for the lives and property of citizens. In particular, nuclear weapons, which pose a serious threat to world peace and stability, are strongly demanded in the international community.
With the progress of internationalization and globalization, interdependence on a global scale has deepened, and citizens' lives and trends in the international community have become a major relationship, peace and stability in the international community has become a major issue. In order to solve various issues related to human survival and human dignity, such as hunger, poverty, and environmental destruction that occur on a global scale, and to realize a society where no one is left behind, not only diplomatic activities by the state, but also contributions to international peace such as international exchange and international cooperation by local communities and citizens is more demanding than ever before.
 Here, this ordinance will be enacted to contribute to the peaceful and secure life of citizens and international peace by promoting initiatives that contribute to international peace such as international exchange, international cooperation, and multicultural coexistence.


(Purpose)
Article 1 This ordinance clarifies the roles of Yokohama City (hereinafter referred to as “city”) and citizens in the promotion of international peace, and establishes the basic matters of the city's measures to promote international peace. The purpose is to implement comprehensive measures and contribute to the peaceful and secure life of citizens and international peace.
(Role of the city)
Article 2 The city shall formulate and implement measures for the promotion of international peace.
The two cities shall provide necessary enlightenment and education to deepen citizens' understanding of international peace.
(Role of citizens)
Article 3 Citizens shall endeavor to understand the efforts that contribute to international peace.
(Promotion of International Exchange)
Article 4 The city shall endeavor to promote friendship and friendship with overseas sister cities, exchanges for the purpose of mutual development, and other exchanges with overseas cities.
(Promotion of International Cooperation)
Article 5 The city shall endeavor to promote international cooperation to solve urban issues.
(Promotion of multicultural coexistence)
Article 6 The city shall endeavor to form a community in which people with diverse cultural backgrounds live together while respecting each other's culture and customs.
(Financial Measures)
Article 7 The city shall take necessary financial measures to implement measures for the promotion of international peace.
(Delegation)
The mayor determines necessary matters concerning the enforcement of Article 8 these regulations.
Supplementary Provisions
This Ordinance shall come into effect on the day of promulgation.
