What are the reports and recommendations on payroll?

Staff salaries are being prepared to balance with private salaries.
What is the reason?

  • It is difficult to determine salary based on market principles
  • Employees are also workers, and it is necessary to secure appropriate salaries adapted to the general social situation.
  • To be financed by citizens' taxes

I'll do it.

Therefore, from May to June every year, the Human Resources Committee conducts a survey to calculate the difference between the salary level of Yokohama City employees and the salary level of the private sector (“Yokohama City Staff Salary Survey ”), and based on the provisions of Articles 8 and 26 of the Local Public Service Act, reports and recommendations are made to City Counsil and the mayor around October every year.

  • Salary revision, starting salary, various benefits and employment adjustment

Based on salary recommendation, the mayor proposes an ordinance revision plan, and when approved by the assembly, the salary revision of the staff is carried out.

・Laspeyres method: A method of comparing civil servant salary and private salary is a method of comparing the salary of the same age, position, and educational background instead of a simple average comparison.
