System of Reporting and Recommendations on Salary

What are reports and recommendations on salary?

Staff salaries are designed to be balanced with private salaries.
The reason is that

  • Difficulty in determining salary based on market principles
  • Staff are also workers, and it is necessary to secure appropriate salaries adapted to social conditions.
  • Being covered by citizens' taxes

It depends on it.

Therefore, from May to June every year, the Human Resources Committee conducts a survey to calculate the difference between the salary level of Yokohama City employees and the private salary level (“Yokohama City Staff Salary Survey” and “Survey on Private Salary by Job Type”). In accordance with Articles 8 and 26 of the Local Public Service Act, reports and recommendations on salaries to the City Counsil and the mayor around October every year.

  • Individual salary for April
  • Total salary for April by business establishment
  • Bonus amount (for the past year (from August of the previous year to July of the current year))
  • Status of salary revision, starting salary, various benefits and employment adjustment

Based on salary recommendation, the mayor proposes the regulations revision plan, and when it is approved by assembly, salary revision of the staff is performed.

・Laspeyres method: A method of comparing civil servant salaries and private salaries is not a simple average comparison, but a method of comparing salaries of people with the same age, position, and educational background.
