Special Zones for Structural Reform

Last Updated June 15, 2023

Regulations in countries that are no longer inconsistent with the situation may hinder the economic activities of private companies and the business of local governments. The Special Zones for Structural Reform is a system aimed at promoting structural reforms and revitalizing the region by reforming the regulations of countries that no longer match the actual situation in a limited area.

Please take advantage of the Special Zone for Structural Reform.

Accept ideas for regulatory reform from private businesses and local governments (= proposals), and set specific areas (= special zones) for those that can be implemented, and experimentally promote regulatory reforms. From the menu of regulatory reform (outside site) (= list of specific businesses) that can be used in the Special Zone for Structural Reform, local governments select one according to the characteristics of the region and create a “Special Zone for Structural Reform” Special Zones will be born only after applying to the country and receiving certification.

Special Zone for Structural Reform in Yokohama, which is currently certified

Yokohama City is considering the realization of the land use of the former Kamiseya Communication Facility, but under the current system, local governments cannot carry out land readjustment projects in urbanization control areas. Therefore, taking advantage of special measures, the city will take the initiative in conducting a land readjustment project in the former Kami Seya Communication Facility area, where about 250 private land and state-owned land are mixed, which is vast at about 242 ha and is vast. In addition to eliminating the mixture, we will promptly and systematically promote the development of a town that balances agricultural promotion and urban land use, and aim to form a new revitalization base in the suburbs.

Yokohama City is the birthplace of emergency services for the first time in Japan, but the number of emergency cases has been increasing in recent years, and the start of lifesaving treatment has been delayed due to repeated emergency requests, and `` I can't save lives '' Situation. Therefore, if the emergency and severity identification at the time of calling 119 is determined to be "low urgency / severity", two emergency rescue workers will participate in one emergency vehicle and perform flexible operation. In this way, we will improve the survival rate by eliminating the absence of emergency services that can respond due to the frequent occurrence or duplication of emergency cases, and starting early rescue treatment.
