Utilizing private know-how to manage public facilities, with the aim of improving citizen services and reducing expenses.
It was established by the revision of the Local Autonomy Law in June 2003.
With the establishment of the designated manager system, the management and operation of public facilities, which were previously limited to public organizations, public organizations, local government organizations, etc.
It can now be entrusted to a wide range of organizations, including private businesses.

Difference from the management outsourcing system

There are mainly the following differences from the management consignment system before the designated manager system was established.

Authority and scope of operations

Wage level slides in the designated manager system

About approach about disclosure of information about management administration duties of public facilities

Since the operation of the designated manager system requires high transparency, the designated manager must actively work on the disclosure of information held in relation to the management and operation of public facilities. In accordance with the purpose of the "Ordinance on Disclosure of Information", it is necessary to create "Information Disclosure Rules" in accordance with the "Standard Rules for Disclosure of Information of Designated Managers" and respond appropriately.

Initiatives related to the protection of personal information, etc.

The designated manager must comply with the obligations stipulated by the Act as a "personal information handling business operator" stipulated in the "Personal Information Protection Law". In order to respond appropriately to requests for disclosure of retained personal data under the Act, it is necessary to create "Standard Rules for Disclosure of retained personal data held by designated managers" in accordance with "Standard Rules for Requesting Disclosure of Personal Data Held by Designated Administrators".
