Certificate of receiving support from a business such as certified specific founding support

Seminars that provide continuous support to learn the knowledge of "management", "finance", "human resource development" and "market development" are certified by the government as "special founding support business". Founders and founders who have received support such as seminars positioned in this business can receive benefits such as reduction of registration license tax and preferential loan interest rates. On this page, we will tell you how to apply for issuance of certificates required to receive benefits.

It takes about 5 business days after receipt of the application form. It cannot be issued on the same day, so please apply in advance.
Application for mailing will be subject to a mailing period in addition to the issuance period. If you are in a hurry, please use express delivery, contact the counter / electronic application.

1 Certificate Issuance Target and Expiration Date

Eligible Certificates

Only those who have received support from seminars etc. after 2020 and who meet any of the following are eligible.
   

  1. Individuals who are not currently engaged in business and are going to start a business in the future
  2. Those who have been in business for less than 5 years (in the case of a corporation from a sole proprietor, less than 5 years from the date of business of the sole proprietor)

※In the case of the establishment of a second company, it is not eligible. (If the second generation representative who succeeded the business is also involved in management, it is considered that it was founded and is not eligible.)

The expiration date of the certificate

The expiration date of the certificate to be issued is the closest to the date of application out of the following four.
    ① End date of planning period of business plan such as Yokohama-shi specific founding support (March 31, 2028)
    ② The application period of the registration and license tax reduction provisions pursuant to Article 80 of the Special Taxation Measures Law (March 31, 2027)
    ③ For those after the establishment, the date less than 5 years have passed since the opening date indicated on the opening notice stamped with the tax office reception stamp.
    ④ The last day of the 5th fiscal year starting from the fiscal year to which the support was received

2 Application for issuance of certificates

Please submit the application form to the Innovation Promotion Division.
If the application is incomplete, we will not be able to issue a certificate, so we may contact you. Please be sure to fill in the contact information that can be contacted during the day.

※In the case of handwriting, please write it with a pole pen. (It is not possible to use pencils or eraseable ballpoint pens.)
※If there is a correction, please erase it with two lines before correcting it. (The use of correction fluids is not possible.)

Period related to issuance

A certificate will be issued within 5 business days after receipt of the application form.
It cannot be issued on the same day, so please apply in advance.

※Please note that this section is not responsible for damage or soiling due to postal accidents.
※From October 2021, postal mail handling at the post office has been changed. The sent mail on Thursday will arrive on the following Sunday and will take some time.  For details, please refer to the post office website (outside site).

Application by mail

There are many omissions of reply envelopes and stamps. If you would like to receive it by mail, be sure to enclose a reply envelope and stamp.
Please refer to the post office website (outside site) for the required stamp fee.

Electronic application

The Yokohama City Electronic Application and Notification System is a system that applies on the Internet and receives a certificate at the counter.
If you are a first-time user, please first register "new user registration".
Applications can be made 24 hours a day, but applications after 17:00 will be accepted on the next open agency day.

3 Receiving certificates

The deadline for receipt of the certificate is three months from the date of issue. Please note that if the deadline has passed without contacting us, the certificate will be discarded.

After the issuance of the certificate is completed, it will be returned in a reply envelope.
It takes time to mail, so if you are in a hurry, please use express delivery.

After the issuance of the certificate is completed, the applicant will be contacted, so please come to the counter to receive it.

Since the company's trade name and head office location are undecided, it cannot be entered in the application form. Can you issue a certificate?
A

Can be issued.
However, some items require entry depending on the destination of the certificate, so it is recommended that you check with the destination in advance.
(Example. When submitting to the Legal Affairs Bureau to reduce or exempt registration license tax, all items on the application form must be filled out.)

Q
Is it possible to receive the proxy/agent certificate?
A

It is possible.
However, please bring your [optional power of attorney] and proxy/agent's identity verification documents.

Can I have a certificate issued by a general incorporated association?
A

Can be issued.
However, in the case of a general incorporated association, there is no merit of reduction of registration license tax.
(Because the reduction of registration license tax is only applicable to stock companies and limited liability companies.)

Q
The head office location has changed after applying for the certificate. What happens to the certificate?
A

Please check with the recipient of the certificate as it may be invalid.
If you apply again within the issuance period, you can issue a certificate of the new location if you apply again.
If necessary, please apply again.
