Certificate of being supported by a business such as certified specific founding support

Seminars that provide continuous support to learn the knowledge of "management", "finance", "human resource development", and "sales channel development" have been certified by the government as "special founding support business". Founders and applicants who have received support from seminars, etc. positioned in this business can receive benefits such as reduction of registration license tax and preferential loan interest rates. On this page, we will inform you how to apply for a certificate required to receive the benefits.

It takes about 5 business days after receipt of the application form. It is not possible to issue it on the same day, so please apply in advance.
Postal applications require a mailing period in addition to the issuance period. If you are in a hurry, please use express delivery and apply at the counter / electronic application.

[Important] Certificates for those who have already established a company from August 1, 2024 (excluding cases where a person who has not been in business for 5 years as a sole proprietor becomes a corporation) Is not eligible. Before the establishment of the company, it is necessary to submit an “Application for Proof of Support by a Certified Specified Founding Support Business”. Even if you have received support from a business such as certified specific founding support before the establishment of the company, you will reach the city after August 1, 2024, "Application for Proof that you have received support from a business such as certified specific founding support" Cannot be accepted.

1 Certificate Issuer and Expiration Date

Eligible for Certificate Issuance

Only those who have received support from seminars, etc. since 2020, those who meet any of the following are eligible.

  1. Individuals who are not currently engaged in business and are going to start a business.
  2. Those who have been in business for less than five years since their establishment in accordance with 1.

※Not applicable in the case of the establishment of a second company. (If the second generation representative who succeeded the business is also involved in management, it is considered to have been founded and will not be eligible.)

[Important] Certificates for those who have already established a company from August 1, 2024 (excluding cases where a person who has not been in business for 5 years as a sole proprietor becomes a corporation) Is not eligible. Expiration date of certificate

The expiration date of the certificate to be issued is the closest to the date of application among the following four.
    ① Date of end of planning period of business plan such as Yokohama-shi specific founding support (March 31, 2028)
    ② Application period for reduction of registration and license tax pursuant to Article 80 of the Special Taxation Measures Law (March 31, 2027)
    ③ For those after the establishment, the date that has not passed five years from the opening date indicated on the opening notice with the tax office reception seal stamped.
    ④ The last day of the five fiscal years starting from the fiscal year to which the support was received

2 Application for Certificate Issuance

Please submit the application form to the Innovation Promotion Section.
If the application form is incomplete, we will not be able to issue a certificate and we may contact you. Please be sure to fill in the contact information that can be reached during the day.

Period pertaining to issuance

A certificate will be issued in about 5 business days after receipt of the application form.
It is not possible to issue it on the same day, so please apply in advance.

※Please note that this section is not responsible for any damage or staining caused by postal accidents.
※From October 2021, postal mail handling has been changed. Sending mail on Thursday will arrive on the following Monday and will take some time.  For details, please refer to the post office website (external site).

Application for mailing

There are so many omissions in reply envelopes and stamps. If you wish to receive it by mail, be sure to enclose a reply envelope and stamp.
Please refer to the post office website (external site) for the required stamp fee.

Electronic application

Yokohama City Electronic Application and Notification System is a system that applies on the Internet and receives a certificate at the counter.
If you are using it for the first time, please first perform "new user registration".
Applications can be made 24 hours a day, but applications after 17:00 will be accepted on the next open agency day.

3 Receipt of Certificates

The deadline for receipt of the certificate is three months from the date of issue. Please note that the certificate will be discarded if the deadline has passed without contacting us.

After the certificate is issued, it will be returned in a reply envelope.
If you are in a hurry, please use express delivery as it takes time.

After the certificate is issued, we will contact the applicant, so please come to the counter to receive it.

The company's trade name and head office location are undecided, so it can not be entered in the application form. Can you issue a certificate?
A

It can be issued.
However, depending on where the certificate is submitted, there are some items that need to be filled out, so it is recommended that you check with the submission destination in advance.
(Example. If you submit to the Legal Affairs Bureau to reduce the registration license tax, you will need to fill out all items on the application form.)

Is it possible to receive the proxy/agent?
A

It is possible.
However, you may be asked to confirm your identity, such as your relationship with the applicant, so please bring your identity verification documents just in case.

Can you issue a certificate even in a general incorporated association?
A

It can be issued.
However, in the case of a general incorporated association, there is no benefit of registration license tax exemption.
(Because registration and license tax exemption applies only to corporations and limited liability companies.)

My head office location has been changed after applying for a certificate. What happens to the certificate?
A

Please check with the certificate submission address, as it may be invalid.
If it is within the period covered by the issuance period, if you apply again, you can issue a certificate of the new location.
If you need it, please apply again.
