Ordinance on Activation of Shopping Street in Yokohama

Overview

1 Purpose

In light of the importance of the role of the shopping district to maintain the vitality of the local economy and play as the core of the local community, this ordinance sets out the basic philosophy of revitalizing the shopping district, and Yokohama City (hereinafter referred to as the “city”) ) By clarifying the responsibilities of businesses, shopping associations, related organizations and large stores, and by establishing basic matters of city measures, comprehensively promoting measures for revitalizing shopping streets, The purpose is to contribute to the development of local communities and local communities.

2 Definitions of Terms

In this Ordinance, the meanings of terms are as follows.

(1) Shopping street
Areas where retail, food and beverage, service, etc. are concentrated

(2) Business operators
Person who runs retail business, eating and drinking business, service business or other business in shopping street in city area

(3) Store Association
Shopping district promotion cooperatives stipulated in the Shopping District Promotion Association Act (Act No. 141 of 1962), business cooperatives and other businesses stipulated in the Small and Medium Enterprise Cooperatives Act (Act No. 181 of 1949) Among the groups that are active in the city area

(4) Affiliated Organizations
Association of Shopping Streets, Chamber of Commerce and other organizations engaged in activities related to the promotion of the local economy

(5) Large stores
Large-scale retail stores prescribed in Article 2, Paragraph 2 of the Large-Scale Retail Store Location Act (Act No. 91 of 1998)

3 Major Contents

(1) Basic Philosophy
The revitalization of shopping streets will be promoted by the city, businesses, shopping associations, related organizations and large stores, cooperating with each other, and with the understanding and cooperation of citizens.

(2) Duties of the City

  • City cooperates with citizen, company, store association, affiliate and large store and promotes measure necessary for activation of mall generally.
  • City supports activity of company, store association and affiliate positively.
  • The city will cooperate with the country and Kanagawa Prefecture in promoting measures for revitalizing shopping streets.

(3) Responsibilities of Business Operators

  • The business operator shall endeavor to strengthen the management base through his ingenuity and ingenuity, and shall endeavor to mutual understanding and cooperation between businesses in the shopping district where the business operates.
  • Businesses shall endeavor to join the shopping association in order to revitalize the shopping district.
  • When the shopping association carries out business for activation of shopping street and environmental maintenance, the company shall endeavor to participate actively or cooperate.

(4) Responsibilities of the Store Association

  • The shopping association is committed to revitalizing the shopping district by cooperating with various actors such as citizens, neighboring shopping associations, local activity groups, consumer groups, etc. so that the shopping district becomes a place for lively and exchange in the area.   • The Store Association shall endeavor to improve the convenience of consumers, promote environmental activities, and contribute to local communities such as anti-crime program and disaster prevention activities.
  • The Store Association shall endeavor to carry out activities that contribute to improving the management of businesses, fostering human resources, increasing the number of members of the Store Association, and strengthening the foundation of the organization.

(5) Responsibilities of Affiliated Organizations

  • Affiliated organizations shall endeavor to collect and provide information necessary for revitalizing the shopping district.
  • Affiliated organizations shall endeavor to work on business related to the revitalization of shopping streets in cooperation with the city and the shopping association.

(6) Responsibilities of Large Stores
Large stores join the local shopping association where the large store is located, and actively participate in businesses related to the revitalization of shopping streets implemented by cities, businesses, shopping associations, etc. for the sustainable development of the local economy. We shall endeavor to participate or cooperate.

(7) Citizen's Cooperation
Citizens deepen their understanding that the shopping streets contribute to the development of the local community and the improvement of citizens' lives, and actively participate in businesses related to the revitalization of shopping streets implemented by cities, businesses, shopping associations, etc. Or try to cooperate.

(8) Basic Policy for Measures

  • We will promote necessary measures to support the improvement of management of businesses and the implementation, continuation and succession of businesses.
  • We will strive to deepen citizens' understanding of the importance of shopping streets by actively providing information on activities and measures related to the revitalization of shopping streets. .
  • Through the revitalization of shopping streets, we will strengthen connections in local communities and foster communities.
  • We will strive to develop human resources who will lead the next generation and secure and create employment.
  • We will strive to improve the convenience of those who use the shopping street and to ensure safety and security, including responding to disasters.
  • Ward and bureau plan cooperation with each other based on each role.

(9) Financial measures
City tries to take necessary financial measures to carry out measure about activation of mall.
