The regulations about activation of Yokohama-shi mall

These regulations mall taking the importance of maintenance of vitality of regional economy and role to achieve as nucleus of local community into consideration about activation of shopping district basic principles fate and Yokohama-shi (say "city" as follows.) We promote measure about activation of mall generally by clarifying duty of, company, Store Association, affiliate and large store, and setting matter becoming basics of measure of city and are intended that we have and contribute to regional economy and development of area community.

In these regulations, significance of term is as follows.

(1) Mall
Area that retail business, the restaurant business, service industry accumulate

(2) Company
Person who runs retail business, the restaurant business, service industry or other business in the mall in area of city

(3) Store Association
Among groups which business cooperative association or other companies prescribed in the cooperative methods (1949 law No. 181) such as mall promotion association, medium and small-sized business prescribed in the mall promotion association method (1962 law No. 141) organize, we work in area of city

(4) Affiliate
The mall alliance society, group which moves into action about promotion of chamber of commerce or other regional economy

(5) Large store
Large-scale retail store to prescribe in Large-Scale Retail Stores Location Law (1998 law No. 91) Article 2 Paragraph 2

(1) Basic principles
City, company, Store Association, affiliate and large store recognize duty to be assumed by each, and activation of mall cooperates mutually and we get civic understanding and cooperation and promote.

(2) Duty of city

• City collaborates with citizen, company, Store Association, affiliate and large store and promotes necessary measure for activation of mall generally.
• City supports activity of company, Store Association and affiliate positively.
• City plans cooperation with country and Kanagawa on promoting measure about activation of mall.

(3) Duty of company

• Company tries for reinforcement of management base by own inventive idea and shall try for mutual understanding and cooperation between companies in mall where the company concerned runs business.
• Company shall try for participation to Store Association to plan activation of mall.
• We shall try company participates positively when Store Association carries out business for activated and environmental maintenance of mall or to cooperate.

(4) Duty of Store Association

• We do oneself religious awakening while planning various main constituents and cooperation such as citizen, neighborhood Store Association, local action group, consumer organization so that mall becomes local turnout and place of exchange and shall act as Store Association for activation of mall.
• Store Association plans improvement of convenience of consumers and shall act for contribution to communities such as promotion of environmental action and anti-crime program, disaster prevention activity.
• We shall act as Store Association to perform activity to contribute to reinforcement of base of improvement of management of company, upbringing of human resources, increase of members of Store Association or other organizations.

(5) Duty of affiliate

• Affiliate shall try for collection and offer of information necessary for activation of mall.
• Affiliate shall try to work in cooperation with city and Store Association about business about activation of mall.

(6) Duty of large store
We shall act we join local Store Association that the large store concerned is located, and large store participates in business about activation of mall that city, company, Store Association carry out for sustained development of regional economy positively or to cooperate.

(7) Civic cooperation
We shall act citizen deepens understanding about mall contributing to improvement of local development and civic life and participates in business about activation of mall that city, company, Store Association carry out positively or to cooperate.

(8) Basic policy of measure
City performs on the basis of matter to raise next in conformity with purpose of these regulations in development of measure about activation of mall and conduct.

• We grasp the actual situation of mall precisely.
• We promote measure necessary to support business for activated and environmental maintenance of mall that Store Association enforces.
• We promote measure necessary to support conduct, continuation of improvement of management of company and business and the succession.
• We act by providing information about activity about activation of mall and measure positively so that civic understanding about importance of mall deepens.
• Through activation of mall, we strengthen connection in community and breed community.
• We try for securing of upbringing of human resources carrying the next generation and employment and creation.
• We act for security including improvement of convenience and response at the time of disaster of the person using mall and security of relief.
• Ward and station plan cooperation based on each role mutually.

(9) Financial measures
City tries to take necessary financial measures to carry out measure about activation of mall.
