Measures against storm and flood damage at explosives-related establishments (warnings)

Last update date August 4, 2021

For those who handle explosives

Outline of this matter

In recent years, storms and floods have occurred in various parts of the country due to typhoons and heavy rains, and explosives-related facilities have also been damaged.
Once the disaster is damaged, it will not only result in economic loss due to flooding of explosives, but also the possibility of secondary disaster caused by explosives.
We ask that business establishments that handle explosives will promote further security management against storms and floods.

Specific examples of countermeasures

Precautionary Measures

・Explosives may flow outside if the gunpowder is damaged due to the collapse of the embankment, debris flow, or collision of objects flying due to storms, etc., explosives may flow outside. Please check the condition of the equipment and the surrounding situation, and maintain the facility.
・Explosives stored in gunpowder storage and outside storage will lose their commercial value if they are damaged by flooding or other means. Take measures to smoothly discharge a large amount of rain to the outside of the premises (inspection and cleaning of drains, etc.).
・Check the location of the office on a hazard map, etc., and take measures to prevent flooding.
・Due to flooding, etc., important documents may be lost and equipment data will be lost due to flooding. Please manage the documents and data on the dual basis.
・When a power outage occurs due to a disaster, mechanical security does not work, and the risk of theft increases even if the building is not damaged. Reinspection of equipment such as keys, doors, windows and other facilities, and take measures against anti-crime program.
・Please check the emergency contact system and check the evacuation route and evacuation sites.

Subsequent measures

・Please check the lock of the gunpowder, etc., and make sure that the equipment is not damaged.
・Discard explosives that have lost their original performance or original form due to moisture absorption, degradation, etc. in an appropriate manner.
・In the unlikely event that an event such as a spill, a collapse of a gunpowder or a dike, etc., immediately take emergency measures, and contact the fire department.
We ask that you take appropriate measures according to the actual situation of other business establishments.
