1: What is the City of Yokohama, Port and Harbor Bureau EDI system?
A

This is an electronic application system that uses the Internet to carry out port procedures to City of Yokohama, Port and Harbor Bureau.
Since all applications and progress confirmation can be done with data, there is no need to go to the counter or send a fax.
You do not need to apply for use, and you can use it immediately if you have a login ID and password.
Currently, there are six types of procedures available.
Apart from these six types of procedures, three types of procedures can be applied electronically from "NACCS".

2: What procedures can I do with the City of Yokohama, Port and Harbor Bureau EDI system?
A

From the City of Yokohama, Port and Harbor Bureau EDI system, the following six types of port procedures can be applied electronically.

  • Application for permission to use sheds and cargo handling areas (new / continuous)
  • Application for completion of use of sheds and cargo handling areas (all and part)
  • Application for permission to use mooring facilities (Hashike)
  • Application for permission to use the quay (wharf handling ship)
  • Notice of Ship Operations
  • Notification of change of time, water predecessor, tugboat

※In addition, electronic applications can be made from "NACCS" for "Notification of entering port", "Unified application before entering port (application for permission to use mooring facilities)" and "Application for reduction of entrance fee".

3: Can I apply electronically for a port entry notification or a mooring facility use permission application?
A

Electronic application can be made from the "NACCS bulletin board" operated by the Import / Import / Port-related Information Processing Center Co., Ltd. (NACCS Center) for notification of entry and use of mooring facilities.
To use this service, you need to apply to the company. For details, please access the NACCS bulletin board from the link below and click "Application Procedure".

4: Is there a charge?
A

Use of the City of Yokohama, Port and Harbor Bureau EDI system is free.
※Provider fees and communication fees for using the Internet are required separately.

5: How can I use the City of Yokohama, Port and Harbor Bureau EDI system?
A

You need an ID and password to use the City of Yokohama, Port and Harbor Bureau EDI system.
Please contact the Port Administration Division for procedures for issuing IDs and passwords.

6: Is the ID and password the same as NACCS (formerly Port EDI)?
A

From Sunday, October 13, 2013, the Ministry common portal has been integrated into NACCS.
The ID and password of the Sea-NACCS package software for NACCS use and the City of Yokohama, Port and Harbor Bureau EDI system are different. City of Yokohama, Port and Harbor Bureau will give you the ID and password of the City of Yokohama, Port and Harbor Bureau EDI system, so if you do not have it, please contact us below (if you contact us, please let us know the City of Yokohama, Port and Harbor Bureau user code).

8: Can I print the application details?
A

You can print it.
You can print from the "Print" button on the contents (or progress) confirmation screen of each application.
※Some applications will be printed from the print instructions screen.

9: Can I make a change if the application is incorrect or if the schedule changes after the application?
A

You can change it.
There is a function for applying for change, so if you modify the changes based on the application data, you can apply for change with minimal input.
※Due to the nature of the procedure, there may be no change function.

10: Can I cancel if I have no plans to use the facility after applying?
A

You can cancel it.
There is a function of cancellation application, so you can apply for cancellation based on application data.
※Due to the nature of the procedure, there may be no cancellation function.

11: How long is the application data stored?
A

Currently, the City of Yokohama, Port and Harbor Bureau EDI system stores all data from April 2008.
It is possible to make a new application by referring to this stored data.
※NACCS has a different storage period because it depends on the NACCS specifications.

12: When do you use the application for permission to use the quay (wharf handling ship)?
A

Coastal vessels generally less than 500 tons are covered.
※When submitting a permit application for a ship that is not handled as a wharf, please apply from NACCS's "Pre-entry Procedure".

Can the EDI system report results when a coastal ship less than 13:500t uses a quay?
A

If you apply from the "Application for permission to use the quay (wharf handling ship)", you can report the results.
There is a performance report function, so if you modify the required items to the actual content based on the application data, you can report the results with minimal input.

14: The login screen does not open.
A

First of all, there is an error in the URL.
Check the browser address field to see if it is correct URL https://www.port.city.yokohama.lg.jp/SSO/ (external site).
If the URL is correct, the following possibilities are also possible.

  • During maintenance
    The system may be stopped due to maintenance. The system cannot be used during maintenance.
  • Due to temporary files
    Your browser may be viewing old data (temporary storage file) saved on your computer. If possible, try to delete a temporary storage file. (In the case of IE6: "Tools" → "Internet Options" → "General" tab → "Delete files" → "OK" in temporary Internet files.)

※If the above measures do not resolve the problem, please contact the Port Administration Division.

15: I can't log in. (Error message "I can't log in. Please include the correct user ID and password."
A

Make sure you have the correct ID and password entered. IDs and passwords are input only half-width alphanumeric characters, and uppercase and lowercase letters are distinguished as separate characters.
※If the above measures do not resolve the problem, please contact the Port Administration Division.

16: In order to apply for permission to continue the shed, when using EDI for the first time, an error occurs and cannot be sent. (Error message "The corresponding current permission number does not exist." )
A

If you are applying for an EDI for the first time, please apply as a "new application" even if you are applying for a facility that is currently licensed. (If you continue, the current permission number cannot be referenced and an error occurs.)
Specifically, select "New" use, and apply with the current permission number field blank.
※In addition, when making the next continuation with the EDI application, "Continuation application" is possible.

17: Can I increase (reduce) the number of parcels used in the cargo handling area and apply continuously?
A

You can apply for it.
If you refer to the previous application data and enter the continuation details (compartment number, period, current permission number, etc.), you can apply continuously with a minimum input.
