Request for cooperation in the construction of large-scale apartment houses

Currently, in the measures for waiting-list children in daycare centers, which are being focused on in Yokohama City, responding to childcare needs that arise temporarily and locally due to the development of large-scale condominiums. In order to continue the elimination of waiting children in the future, instead of maintaining childcare facilities after a large-scale condominium was constructed, but to develop childcare facilities in cooperation with developers in line with construction. In 2013, we established guidelines and guidelines for requesting development companies to cooperate with the establishment of childcare facilities based on local conditions.

　１．Land use plan subject to cooperation request
　　（１） In land use plan of new construction, extension and remodeling of apartment house, based on Yokohama-shi land use synthesis adjustment meeting summary
　　　When "Land Use Consultation Form" is submitted
　　（２） Projects that correspond to land readjustment projects, urban redevelopment projects, etc.
　　　　When a request for prior consultation based on the "Technical Guidelines for Designing Public Facilities, etc. to be maintained in urban development projects"
　　（３）　Of the plans located in the "Priority Area for Waiting Children *", those that meet the following conditions
　　　　A. Condominium of 50 or more units
　　　　B. Buildings with tenants of 100 square meters or more per floor
　　　　※From February 1, 2022, the “Priority Area for Measures for Waiting Children” has been working to make requests that are more tailored to the actual conditions of childcare needs.

　２．Types of childcare facilities, etc. that require installation
　　（１） Authorized nursery school
　　（２） Small-scale childcare business
　　（３） Local child care support base
　　（４） Gathering open space for parents and children
　　（５） elementary school studenｔ sound development business

　The general flow of the request for cooperation is as follows.
　　（１） Developers, etc. implement any of the following a to c.
　　　　Oh, developers submit "land use consultation book" based on Yokohama-shi land use synthesis adjustment meeting summary to Motoichi (Housing and Architecture Bureau).
　　　　(B) In the case of land readjustment projects or urban redevelopment projects, etc., make a prior consultation to Motoichi (Urban Development Bureau).
　　　　(C) If the “Land Use Consultation Form” based on the above outline has not been submitted in the land use plan in the “Standby Children Measures Priority Area”.
　　　　　　　Submit “Land Use Consultation Form” to the Child and Youth Bureau Childcare Measures Section (No. 4 style).

　　（２） Child and Youth Bureau considers the necessity of developing childcare facilities in response to the plan.

　　（３） If the Child and Youth Bureau deems it necessary, it will issue a request for cooperation in the development of childcare facilities (Form No. 1).

　　（４） The developer responded to the Child and Youth Bureau regarding the possibility of requesting cooperation (Form 2).

　　（５） We will hold discussions with Child and Youth Bureau regarding the establishment of childcare facilities.

　　（６） After confirming the results of the consultation (No. 3 style), necessary/required procedures started the establishment of childcare facilities.
　　　　　If a developer cannot select a childcare provider, Child and Youth Bureau will support the recruitment of childcare providers.

Since fiscal 2008, Housing and Architecture Bureau has implemented a system that certifies condominiums with child-rearing facilities, such as daycare centers, are certified as "Yokohama City Community Child-Rearing Support Condominiums."
In addition, this system is being implemented in cooperation with the cooperation request guidelines, and we will create an environment where developers can easily set up childcare facilities.
