1 What is the city planning proposal system?

With the revision of the City Planning Act of 2002 (enforced on January 1, 2003), a proposal system for city planning was newly established. .
This was established as a system to enable residents to be more independently and actively involved in urban planning, and landowners, town development NPOs, etc. meet certain conditions. Above, it is possible to propose city planning to local governments.

2 Urban planning that can be proposed

If the contents of city planning (restricted areas, etc.) excluding policies such as "maintenance, development and conservation's policies", it is possible to propose all plans to the city.

3 Requirements for Plan Proposals

When we make plan suggestion based on the Town Planning and Zoning Act, it is necessary to meet the following conditions.

  1. An integrated area of 0.5ha or more
  2. Comply with legal standards for urban planning, such as the development and development of urban planning areas and the policy of the conservation (Article 6-2 of the City Planning Act)
  3. Consent (number and area) of more than two-thirds of landowners, etc. in the proposed area

4. Submitted books, etc.

When you make a plan proposal, please submit the following books.

  1. City planning proposal
  2. Plan
  3. Related books (summary of city planning proposal and drawing showing area)
  4. Letter of consent from landowners, etc.
  5. Documents proving that it conforms to the standards for city planning based on the provisions of Article 13 of the City Planning Act and other laws and regulations
  6. Documents proving that you are a person who can make a plan proposal
  7. Materials related to environmental studies
  8. Materials on the progress of explanations to local residents, etc.
  9. Other materials necessary for explanation of plan contents
