Introduction
In recent years, there have been many disputes in slope green spaces in the city regarding "baroom apartments", which is considerably larger than the surrounding living environment.
This is due to the revision of the Building Standards Law in 1994, the floor area ratio of the basement of the house has been reduced uniformly throughout the country, and even in low-rise residential areas that can only be built up to three floors above the ground on flat land, it is actually This is because it can be built even in middle- and high-rise apartments. In recent years, there has been an increase in the number of extreme cases that make full use of the mitigation system.
In Yokohama City, in order to harmonize with neighboring neighborhoods and guide building activities that take into account a good living environment, we have begun to create Yokohama's unique rules for "basement condominiums." In making these rules, we organized a cross-sectional study team within the agency, set up a study group with academics, scrutinized all issues, and examined methods including ordinances. On October 16, 2003, a study group received a proposal from the study group on how to regulate basement apartments using slopes.
Based on this proposal, the "Ordinance on Restrictions on Construction and Development of Border Buildings on Slope of Yokohama City" was issued on March 5, 2004 with the aim of harmonizing the basement apartments and the surrounding living environment. It was promulgated on the day and came into effect on June 1 of the same year.
