Ordinance on restrictions on construction and development of basement buildings in Yokohama City slopes

What's New
- We have partially revised the "Baseroom Apartments Ordinance". In accordance with this, we have also revised some of the ordinances for the basement apartments. (R1.6.14)
First of all,
In recent years, disputes have been occurring frequently in slope green spaces in the city regarding "underground apartments", which are considerably larger than the surrounding living environment, have occurred.
This is due to the revision of the Building Standards Law of 1994, the floor area ratio of the basement part of the house has been relaxed uniformly nationwide, and even in low-rise residential areas that can only be built up to three floors above ground on flat ground, It is due to the fact that middle and high-rise apartments can now be built. Especially in recent years, there has been an increasing number of extreme cases in which the maximum use of the mitigation system.
Yokohama City has begun to create Yokohama's own rules for "underground apartment buildings" in order to harmonize with the neighborhood and guide building activities that take into account the good living environment. In making these rules, we organized a cross-sectional study team within the agency, set up a study group with academic experts, scrutinized all issues, and examined methods including ordinances. On October 16, 2003, the study group received a proposal on how to regulate basement apartments using slopes.
Based on this proposal, the "Ordinance on Restrictions on Construction and Development of Underground Buildings on the Slope of Yokohama City" was issued on March 5, 2004 with the aim of harmonizing the basement condominium and the surrounding living environment. It was promulgated on the day and came into effect on June 1, the same year.

Revisions
The ordinance was partially revised on June 14, 2019. Along with this, some of the articles were also revised on the same day. (Effective on June 14, 2019)

On October 28, 2015, some revisions were made to the review criteria were added and clarification of examination criteria. (Effected on February 1, 2016)
Along with the partial revision of the Building Standards Law on June 4, 2014 (enforced on June 1, 2015), the ordinance was partially revised on May 29, 2015. (Effective on June 1, 2015)
