Purpose of the Development Permit System

The purpose of this project is to maintain a safe and good residential land environment by preventing disorderly urbanization and planning planned urbanization, and maintaining a certain level of standards such as maintenance of public facilities.

Outline of development permission

When we are going to perform "development activity" in Yokohama-shi, we must receive permission (development permission) of the mayor beforehand. (Reference: [window handouts] Permission for development activities under Article 29 of the City Planning Act (PDF: 243KB))
In land in development area where development permission has been received, buildings cannot be built in principle until there is a notice of completion of construction.

  • Development permits in urbanized areas
    When development area performs development activity of 500 square meters or more in urbanization area, permission of the mayor is necessary.
    In order to receive permission, the plan is based on the standards of Article 33 of the Act on the maintenance of public facilities such as roads, sewers, parks, and the safety of residential lands, etc. (Guide to Development Permit by the City Planning Act-Technical Standards-It must conform to the following.
  • Development permits, etc. in the urbanization control area
    In urbanization adjustment area, as a general rule, we cannot perform building acts unless we receive development permission.
    In order to obtain permission, in addition to the standards of Article 33 of the Act, the criteria for location in Article 34 of the Act (i)Guide to Development Permit according to the City Planning Act-Location Standards-It must also be adapted to.
    ※ In urbanization adjustment area, when we build building outside area where development permission was received and rebuild or change use, we must receive permission of the mayor.
    In order to obtain permission, it is necessary to comply with location regulations, as in the case of development activities.

Outline of development activities
Development activitiesWe say change of division character of land to perform for the purpose of offering for construction of building or construction of specific public establishment mainly. Yokohama-shi divides into the following three, and assumes that there is development activity if any of them applies.
  • "Plot" Changes in
    Diversion or integration of land with new construction or renovation of public facilities
  • 'shape' Changes in
    Cutting or embankment of land
  • "Quality" Changes in
    Changing land other than "residential land"

Development activities that do not require permission

In the case of any of the following acts, permission procedure is not required.

  • Development activities less than the regulated size
    ・Urbanization area: Less than 500 square meters
    ※Urbanization adjustment area: In principle, permission is required for all development activities
  • Buildings used for agriculture, forestry and fisheries, buildings used for the residence of agriculture, forestry and fisheries workers (excluding urbanized areas) (farmhouse houses, agricultural warehouses, livestock barns, compost houses, etc.)
  • Station buildings and other railway facilities, libraries, community hall, substations, and other buildings necessary for public interest that do not hinder proper and rational land use and environmental conservation
  • Development activities to be carried out as an implementation of urban planning projects
  • Development activities (excluding outside the city planning area) to be implemented as land readjustment projects, urban redevelopment projects, residential area maintenance projects, and disaster prevention block maintenance projects
  • Development activities to be carried out on landfills that have been licensed under the Public Water Surface Reclamation Act and have not been approved for completion
  • Development activities to be carried out as necessary emergency measures for emergency disasters
  • Normal management, simple actions, etc.

Special provisions for development permission

About development activity (except development activity to raise in law Article 29, Paragraph 1, Item 3) performed by country or prefecture or designated city and construction of building in urbanization adjustment area, consultation with the mayor is established Is considered to have permission.
