Purpose of the Development Permit System
The purpose is to prevent disorderly urbanization and plan planned urbanization, and to maintain a safe and good residential land environment by maintaining a certain level such as maintenance of public facilities in development activities.
Overview of Development Permits

On land in the development area that has received development permission, buildings cannot be built in principle until there is a public notice of construction completion.
- Development permits in urbanized areas
When development area performs development activity more than 500 square meters in urbanization area, permission of the mayor is necessary.

Development activities that do not require permission
In the case of any of the following, permission procedure is not required.
- Development activities less than the regulated size
・Urbanization area: Less than 500 square meters
※Urbanization adjustment area: In principle, permission is required for all development activities - Buildings to be used for agriculture, forestry and fisheries, buildings to be used for the residence of agriculture, forestry and fisheries workers (excluding urbanized areas) (farm houses, agricultural warehouses, livestock barns, compost houses, etc.)
- Station buildings and other railway facilities, libraries, community hall, substations and other buildings necessary for the public interest that do not interfere with proper and rational land use and environmental conservation
- Development activities to be carried out as the implementation of urban planning projects
- Development activities (excluding outside the city planning area) to be implemented as land readjustment projects, urban redevelopment projects, residential block maintenance projects, and disaster prevention block maintenance projects
- Development activities conducted on landfills licensed under the Public Water Landfill Act that have not been approved for completion.
- Development activities to be carried out as emergency measures necessary for an emergency disaster
- Normal management, light actions, etc.
