Measures to extend the life of public buildings

What is the Life Extension Measures Business?

Yokohama City formulated the "Comprehensive Management Plan for Public Facilities in Yokohama" in December 2022 as a basic policy on promoting planned and effective conservation and renewal of public buildings with a view to the future. In line with this plan, we are implementing measures to ensure the safety of facilities and extend the service life.
Based on this plan, the project to extend the life of public buildings and buildings under the jurisdiction of the ward bureau, which is not responsible for maintenance, are designated as "facility to extend the life of facilities," and to implement efficient and effective conservation.

Business of the conservation Promotion Division

Maintaining public buildings (citizen facilities, government buildings, offices, schools, etc.) The conservation Promotion Division, Housing and Architecture Bureau provides technical support to facility managers of each ward bureaus from a technical perspective toconservation. Efforts to extend the service life

We have established the “Basic Policy for Extending the Life of Public Facilities” and have begun initiatives aimed at reducing life cycle costs by extending the life of life and leveling renewal expenditures.

Each station has established a stock manager (stock manager) to promote the life ofconservation facilities under the jurisdiction of each station. (Installed in the ward in FY2010)

We decided to unify maintenance management of Housing and Architecture Bureau.

In order to properly maintain and manage public facilities, a stock manager system ※We have strengthened our promotion system based on theconservation standards and management standards for facilities under the jurisdiction of each department.
※Stock manager system: In efforts to extend the life of public facilities, the promotion of divisional managers (stock managers) who are responsible for formulating renewal plans and managing progress of the conservation, which were set up in each department in fiscal 2001, and coordinating bodies of all agencies.

Using the conservation database of public buildings, we have prepared an outlook for conservation expenses for individual facilities ("Individual conservation Plan").
In order to extend the life of facilities for citizens, etc., in Housing and Architecture Bureau, we have begun full-scale implementation of measures to extend the life of facilities for citizens.
■2009
In order to enhance both the operation (software side) and facilities (hardware) and facilities (hardware) as a place to provide public services, we have formulated the "Operation Guidelines for Facility Evaluation and conservation" (hardware) of public facilities as a place for providing public services.
■2011
We have begun inspections of Article 12 of the Building Standards Law in Housing and Architecture Bureau for facilities that are subject to longer service life.

We published "public building management white paper" and showed the actual situation of public building which city holds including age, scale, use situation, total cost of management and conservation and presented choices for problem and solution .
■2014
In order to organize the overall picture of future initiatives related to public buildings, utilize it as an action policy for the whole agency, promote the approach, and to have citizens understand the overall picture of the approach, "Public Building Management Concept "has been announced. In addition, we devised "Yokohama-shi public facilities management basic policy" as guideline of approach to secure security, relief of public facilities and necessary service and facility function continuously.
■2017
The General Public Building conservation Renewal Plan, which complements and cooperates with the Action Plan for Public Facilities Administration of Public Facilities in the Basic Policy on Public Facilities Management, we have formulated the “conservation and Renewal Plan.”
■2022
We revised "Yokohama-shi public facilities management basic policy" and gathered other three similar policies and devised "general management plan such as Yokohama-shi public facilities".
