Measures in the event of an accident based on the Water Pollution Control Law

Persons who meet any of the following requirements (1-3) must take emergency measures to prevent the discharge of water containing harmful substances due to damage to facilities, such as rivers and the sea, into public water bodies such as rivers and the sea, and penetration into the underground. Must be taken immediately. In addition, the situation of the accident and the contents of emergency measures must be notified to Yokohama City immediately (Article 14-2 of the Act). Although the form is not stipulated by law in the notification, please use the registration form (word: 15KB) concerning measures in the event of an accident as a reference form.
①In the case of a specific business establishment (a factory or business establishment where a specific facility is installed) (Article 14-2, Paragraph 1 of the Act)
Water containing harmful substances or water whose living environment items may not conform to drainage standards due to damage to specific facilities or other accidents have been discharged from the business site to public water bodies, or water containing harmful substances may cause damage to human health or living environment due to infiltration from the business site below.
②In the case of a designated business establishment (a factory or business establishment that establishes a designated facility) (Article 14-2, Paragraph 2 of the Act)
Hazardous substances or water containing designated substances may be discharged from the business site into public water bodies due to damage to designated facilities or other accidents, or may cause damage to human health and living environment when there is a risk.
③In the case of oil storage business establishments (factories or business establishments where oil storage facilities are installed) (Article 14-2, Paragraph 3 of the Act)
When water containing oil has been discharged from the business site to public water bodies due to damage to oil storage facilities or other accidents, or may cause damage to the living environment due to penetration into the underground.

Designated substances

Designated substances are substances other than harmful substances and target oils (Table 2) that may cause damage to human health and living environment by being discharged in large quantities in public water bodies. Refers to the substances listed in Table 1.
In addition, a designated facility refers to a facility that stores and uses harmful substances, or a facility that manufactures, stores, uses, and processes designated substances (Article 2, Paragraph 4 of the Act).

PFOS・PFOA

In February 2023, PFOS and PFOA, which were added as designated substances, have been used in a wide range of applications in foam fire extinguishing agents and protective clothing because they are resistant to heat without dissolving in water or oil. However, because it is difficult to decompose in the environment and it is highly accumulated in living organisms and humans, there is a concern that it may affect human health and the habitat and growth of animals and plants through the environment and food chain.
At present, there is no definitive knowledge of how much in the body affects human health, and there have been cases in Japan where individual health hazards, which are considered to be mainly due to the intake of PFOS or PFOA, have been confirmed. However, in the future direction of "PFAS", which is a general term for PFOS and polyfluoroalquil compounds.

Foam disinfectant

In principle, PFOS and PFOA are prohibited from manufacturing and importing under the Law Concerning the Examination and Manufacturing of Chemical Substances, but may still be included in foaming agents in fire extinguishing equipment.
In February 2023, if PFOS and PFOA were added to the substances specified by the Water Pollution Control Law, and foaming agents including PFOS or PFOA were leaked due to damage to the equipment, etc., the above-mentioned accident occurred. Therefore, it is necessary to immediately take measures to prevent further spillage and report the details of the measures accordingly.
In addition, the outflow of foaming agents, including PFOS or PFOA, due to fire fighting activities, does not correspond to measures in the event of an accident under the Act, but please contact us to understand the spill into the environment. In that case, "date and time of use / spill", "product name of foam disinfectant, content / content of PFOS or PFOA", "use / discharge of foam disinfectant", "surrounding situation" Please let us know.

Covered oil

There are seven types of oil that are subject to action in the event of an accident:
Oil storage facilities, etc. refer to "oil storage facilities for storing these oils" or "oil water separation facilities for treating water containing these oils", and factories or business establishments where oil storage facilities are installed are "oil storage facilities, etc. ".
