1.Purpose
In Yokohama City, people living along roads and railways have received consultations on traffic noise from roads and railways.
Regarding traffic noise, the source side is working on measures such as strengthening the allowable limit of vehicle noise, introducing low-noise railway vehicles, and installing soundproof walls on the road side. It is difficult to completely prevent noise damage.
Therefore, we instruct companies that are planning to construct a new apartment building in close proximity to these roads and railways to build houses that give due consideration to soundproofing measures on the house side against traffic noise.
Businesses subject to guidance must submit the "apartment Indoor Sound Environmental Report" based on the "apartment Indoor Sound Environment Guidance".
※"Instructions for Soundproofing of apartment and others" was changed to "apartment Indoor Sound Environment Guidance" from April 1, 2024. Accordingly, the submissions have been changed from the apartment Soundproofing Report to the apartment Indoor Sound Environmental Report. If you have already consulted with this section by March 31, 2023, please continue to submit the "apartment Soundproofing Statement" based on the "Instruction for Soundproofing Measures for apartment, etc."
2.Eligible businesses
This program is intended for businesses that plan the construction of apartment within 50 meters from the end of the road or railway site on national highways, motorways, general national roads, etc. (1)

3.Set the target value for indoor noise level
Considering the following guidelines for indoor sound environments, set the target values for indoor noise levels for the apartment to be constructed and described in the attached “apartment Indoor Sound Environment Report”.

4.Estimation of indoor noise level
Estimating indoor noise levels in the rooms that are considered to be most affected by traffic noise in the apartmentapartment indoor sound environmental report.
In addition, a calculation table for estimating and calculating the indoor noise level is published in the following “Download Submission Documents / Materials” Please use it when considering soundproofing measures and creating a report .
5.Submission of a report
Businesses must submit the “apartment Indoor Sound Environmental Report” (one copy for each copy, two copies in total) before submitting the “Building Confirmation Application”. In addition, presentation is possible from Yokohama-shi electronic application, report system (outside site).
※When submitting documents, please adjust the date and time with this section in advance and come to the Agency.
