1.Purpose
In Yokohama City, people living along roads and along railways receive consultations on traffic noise from roads and railways.
Regarding traffic noise, the source side is working on measures such as strengthening the allowable limit of vehicle noise, introducing low-noise railway vehicles, and installing soundproof walls on the road side. It is difficult to completely prevent traffic noise damage.
Therefore, we instruct businesses planning new construction of apartment in close proximity to these roads and railways to build houses that give due consideration to soundproofing on the house side against traffic noise.
Companies subject to guidance should submit the apartment Indoor Sound Environmental Report based on the apartment Indoor Sound Environmental Guidance.
※Effective April 1, 2024, the “Instructions for Soundproofing of apartment, etc.” was changed to the “apartment Indoor Sound Environment Guidance”. Accordingly, submissions have been changed from the apartment Soundproofing System to the apartment Indoor Sound Environment Report. If you have already consulted with this section by March 31, 2023, please continue to submit the "apartment Soundproofing System" based on the "Guidelines for Soundproofing for apartment, etc."
2.Eligible businesses
This program is intended for businesses planning construction of apartment within 50 meters from the end of roads or railways along roads along roads (1) national highways, motorways, general national roads, etc.

3.Set target values for indoor noise levels
In consideration of the following indoor sound environment guidelines, set the target values for the indoor noise level of apartment to be constructed, and describe them in the separate “apartment Indoor Sound Environment Report”.

4.Estimation of indoor noise levels
Estimate indoor noise levels in apartment, which are considered to be most affected by traffic noise, and indicate in the apartment Indoor Sound Environment Report whether the results conform to the target values set in the "Settings for indoor noise levels."
In addition, a calculation table for estimating the indoor noise level is published in the following "Downloading Documents and Materials", so please use it when considering soundproofing measures or creating a report. .
5.Submission of Report
Businesses must submit the “apartment Indoor Sound Environment Report” (one copy for each copy, two copies in total) before submitting the “Building Confirmation Application”. In addition, presentation is possible from Yokohama-shi electronic application, report system (outside site).
※When submitting documents, please come to the agency after adjusting the date and time with this section in advance.
