Procedures for volatile organic compound emission facilities (VOC emission facilities)

This section provides an overview of the notification procedures and regulatory standards based on the Air Pollution Control Law for volatile organic compound emission facilities (hereinafter referred to as “VOC emission facilities”).

1 Outline of the notification procedure

When installing or changing VOC emission facilities, or when the corporate representatives listed in the notification of VOC emission facilities are changed, a notification procedure based on the Air Pollution Control Law is required. In addition, when submitting a notification pertaining to VOC emission facilities based on the Air Pollution Control Law, if the facility falls under the designated facilities under the Ordinance on conservation, etc. of the Yokohama City Living Environment (hereinafter referred to as the “Ordinance”), You will also need to apply for permission, so please check at the section in charge.

2 Regarding regulatory standards, etc.

In addition to the emission standards for volatile organic compounds (hereinafter referred to as "VOCs") related to VOC emission facilities stipulated in the Air Pollution Control Law, it is also necessary to comply with the regulatory standards of the Ordinance on the conservation, etc. of the Yokohama City Living Environment. There are other guidelines, so please check at the section in charge for details.

About notification procedure about 3VOC emission facilities

For details on reports, etc., be sure to check in advance at the section in charge. For the notification, please fill out the prescribed form with required items and submit the attached documents explaining the details. Also, please unify the size of the registration form documents to A4 and fold large drawings to A4.
In addition, we may not be able to accept documents if there are incomplete documents, so please allow enough time for submission.

(1) Notification of installation of VOC emission facilities

Exhaust system diagramIndicate the route from the VOC emission facility to the exhaust port.
Specify the inner diameter of the exhaust duct, the height and shape (dimension) of the exhaust port from the ground.
Position map of the measuring portSpecify the position and size of the measurement port of the VOC concentration in the exhaust gas, and also specify the inner diameter of the exhaust duct at the location where the measurement port is installed.
[Caution] About measuring mouth
  • Please install the measurement port for each VOC emission facility.
  • If there are multiple discharge outlets, in principle, all discharge outlets must be provided with measurement outlets.
  • Avoid the bent part of the exhaust duct and place where exhaust gas from other facilities does not join.
Guarantee or statement of calculation regarding emission VOC concentrationAttach the manufacturer's warranty regarding VOC concentration in the exhaust gas of VOC emission facilities. If a warranty is not issued, attach a statement of VOC concentration in exhaust gas. Create a warranty or statement so that the following concentrations can be confirmed.
  • Emission VOC concentration (calculated by converting it to VOC capacity with a carbon number of 1. Unit capacitance ratio ppmC)
  • When using hydrocarbon-based specific substances specified in Schedule 4 of the Ordinance for Enforcement, the emission concentration (unit capacity ratio ppm)

RemarksMake sure that all VOC emission facilities installed at the establishment are succeeded or some VOC emission facilities are succeeded. In the case of succession of some facilities, please attach a document that can identify the facilities that have been succeeded as necessary.

Obligation to measure 4 VOC concentration

The installer of the VOC emission facility must measure the VOC concentration emitted from the VOC emission facility, record the results, and save them. (Article 17-12 of the Air Pollution Control Act)

If the VOC emission facility falls under the designated facilities stipulated in the Ordinance on conservation, etc. of the Yokohama City Living Environment, in addition to the obligation to measure VOC concentration based on the Air Pollution Control Law, it is also necessary to comply with the obligation to measure the emission concentration based on the regulations. (Article 27 of the Ordinance on conservation, etc. of Yokohama City Living Environment, Article 33 of the Enforcement Regulations)
Specifically, please confirm "page of the regulations about conservation of Yokohama-shi living environment".

5. Responsibilities of Business Operators

Businesses must grasp the status of VOC discharge or scattering into the atmosphere associated with business activities and take necessary measures to control the emission or scattering. (Article 17-14 of the Air Pollution Control Act)
