Penalties (fines) system for those who do not adhere to the sorting rules, and beach rules are to be issued separately.

Purpose of introduction of the system

Based on the G30 Plan, Yokohama City has been promoting separation and recycling by expanding the number of items household garbage. With the understanding and cooperation of many citizens and businesses, we have been able to reduce the amount of burnable garbage.
In order to ensure thorough separation of waste, the household garbage has been conducting briefings on residents and raising awareness through the removal of garbage, and providing guidance on discharges at collection sites. In addition, for business-related garbage, we have called for separation of garbage, such as conducting inspections at incineration plants, but there are cases where the separation rules are not yet followed.
Under such circumstances, in order to comply with the sorting rules necessary for the formation of a recycling-oriented society, procedures for those who do not adhere to the rules even after repeated guidance, etc., have been established. Has established a system that imposes penalties (2,000 yen fine).

Progress

We carry out PDFpublic comment (PDF: 242KB) of "about setting penalties (fines) for citizen, company which does not follow garbage separation rule" from February 1, 2007 to March 2, Based on the opinions received from citizens, we submitted a revision plan to revise the "Ordinance on Reduction, Recycling and Proper Treatment of Waste in Yokohama City" to the 3rd City Counsil Regular Meeting in 2007 . The amendment of the ordinance was passed on September 28, 2007 and was promulgated on the same day.

Framework of the System

In "the regulations about reduction, recycling such as Yokohama-shi waste and appropriate disposal" which we revised on September 28, 2007, the following was established.
