Penalties (fines) systems for those who do not adhere to the sorting rules are separately provided by beach rules.

Purpose of introducing the system

In Yokohama City, under the G30 Plan, we have promoted separate recycling by expanding household garbage's sorting items. Thanks to the understanding and cooperation of many citizens and businesses, we were able to significantly reduce the amount of burnable garbage.
To ensure thorough separation, household garbage has been conducting briefings on residents, raising awareness through leftover garbage, and providing guidance on discharge at collection sites. In addition, for business-related garbage, we have been calling for garbage separation, such as conducting inspections of incoming materials at incineration plants, but in some cases the separation rules have not been observed yet.
Under such circumstances, in order to ensure that the sorting rules necessary for the formation of a recycling-oriented society are followed by procedures for improvement for those who do not follow the rules even after repeated guidance, etc. We have established a system that imposes penalties (fines 2,000 yen).

Progress

PDFWe carried out public comment (PDF: 242KB) about "establishing penalties (fines) for citizens and businesses that do not adhere to garbage separation rules" from February 1, 2007 to March 2, The City Counsil revised the "Ordinance on Reduction, Recycling and Proper Treatment of Yokohama City Waste" in 2007, referring to the opinions received from citizens. The ordinance revision plan was passed on September 28, 2007 and was promulgated on the same day.

The outline of the system

In the "Ordinance on Reduction, Recycling and Proper Treatment of Yokohama City Waste, etc." revised on September 28, 2007, the following was established.

  • Garbage and recyclables were required to be disposed of according to the determined classification and discharge method. (From September 28, 2007)
  • Penalties (fines 2,000 yen) will be imposed if you make recommendations and orders to those who do not follow the sorting rules, and if you put out garbage without separating them. (From May 1, 2008)
