Yokohama City Emergency Ordinance
To build a new emergency system, City of Yokohama, Fire Bureau has been working to establish the Yokohama City Emergency Ordinance, which aims to improve the survival rate and ensure the fairness and fairness of emergency services. It was voted at the 4th City Counsil Regular Meeting in 2007, and the Yokohama City Emergency Ordinance came into effect on October 1, 2008.

Overview of the Yokohama City Emergency Ordinance
Article 1 (Purpose)
1.Yokohama City implements emergency services in the city area and related services fairly and fairly
2.Contribute to the protection of citizens' lives and bodies by improving the effects of lifesaving by fulfilling their responsibilities and cooperating with Yokohama City, businesses and citizens.
Article 2 (Contents of emergency services, etc. performed by Yokohama City)
In addition to emergency services provided for in Article 2, Paragraph 9 of the Fire Services Act
1.Operations to transport doctors, etc. to disaster sites
2.Operations to provide necessary information according to the content reported to 119
3.Other duties by emergency services, etc. deemed necessary by the mayor
Article 3 (Responsibilities of Yokohama City)
1.Comprehensive and systematic implementation of measures related to emergency services
2.Promotion of necessary measures in cooperation with the government, etc.
3.Dissemination of knowledge and skills related to first aid for citizens, etc.
Article 4 (Responsibilities of Business Operators)
1.Understanding the urgency and publicity of emergency services and cooperating with measures in Yokohama City
2.Acquisition and improvement of knowledge and skills related to first aid for employees, etc.
Article 5 (Responsibilities of Citizens, etc.)
1.Acquisition of knowledge and skills related to first aid Implementation of first aid for victims as needed
2.Understanding the urgency and publicity of emergency services and proper use of emergency services
3.Accurate reporting when requesting transportation by emergency services, etc.
Article 6 (Maintenance of emergency equipment, etc.)
1.Fire prevention objects for which the establishment of a disaster prevention center is required by the provisions of the Yokohama City Fire Prevention Ordinance Article 68-2 No. 1 and No. 2
- Fire protection objects in which an unspecified number of people enter and exit, such as theaters, public hall, restaurants, department stores, hotels, hospitals, etc.
2.Other fire protection objects designated by the Director of Fire Department
- Station buildings of a certain size or more (as specified in separate notification)
In the above objects
・Mandatory maintenance of automatic external defibrillators (AEDs) and other equipment necessary for first aid (stretchers, blankets, etc.)
・Develop a system that can provide first aid, etc. in the event that a victim occurs in the fire prevention target.
Article 7 (Identification of urgency and severity)
Section 1 (Flow of Emergency and Severity Identification)
- Call 119 from a person requesting transport by emergency services, etc.

- Information such as trauma, special illness, illness, medical history, etc. heard from the whistleblower is input into the computer.

- Systematic and automatic identification of urgency and severity

- Conduct emergency services, etc. based on the results of emergency and severity identification
- ・Flexibly operate emergency services, etc. that participate according to the condition of the victim
- ・If it is determined that it is not necessary to participate in emergency services, etc., with the consent of the individual, provide an "emergency consultation service" by a medical professional.
- ※Emergency / severity identification refers to the identification of the urgency of emergency treatment and transportation to medical institutions and the degree of injury and illness.
Section 2 (Requirements for identifying urgency and severity)
- The director shall establish a system in which doctors who are always assigned to facilities that perform communication command services provide direct guidance or advice to firefighters who perform such operations and rescue workers engaged in emergency services.
Paragraph 3 (Emergency Service Implementation System, etc.)
- The director will participate in the necessary rescue squad according to the results of the degree of urgency and severity identification, and will take measures according to the situation at the emergency site.
Article 8 (mutual cooperation)
Mutual cooperation with organizations and organizations related to Yokohama City, emergency services, etc.
Article 9 (Utilization of relevant laws and regulations)
Implement measures such as requesting the application of relevant laws and regulations (Fire Services Act, Penal Code, etc.) for persons who have committed acts that hinder the implementation of fair and impartial emergency services, such as false reports.
Article 10 (Delegation)
Necessary matters concerning the enforcement of this Ordinance shall be stipulated in the rules.
