Yokohama City Emergency Ordinance

In order to build a new emergency system, City of Yokohama, Fire Bureau has worked to establish the Yokohama City Emergency Ordinance for the purpose of improving the survival rate and ensuring fairness and fairness of emergency services. It was voted at the 4th City Counsil ordinary assembly in 2007, and on October 1, 2008, the "Yokohama City Emergency Ordinance" was enforced.

Outline of Yokohama City Emergency Ordinance

Article 1 (Purpose)

1.Yokohama City carries out emergency services and related services in the city area fairly and fairly.
2.Yokohama City, businesses and citizens fulfill their responsibilities and contribute to the protection of citizens' lives and the body by improving the effect of lifesaving by cooperating.

Article 2 (Contents of Emergency Services, etc. performed by Yokohama City)

In addition to emergency services prescribed in Article 2, Paragraph 9 of the Fire Services Act
1.Operation of transporting doctors, etc. to disaster sites
2.Operations to provide necessary information according to the content reported to 119
3.Other duties by emergency services that the mayor recognized as necessary

Article 3 (Responsibilities of Yokohama City)

1.Comprehensive and systematic implementation of measures related to emergency services
2.Promotion of necessary measures in cooperation with the government and others
3.Dissemination of knowledge and technology concerning first aid to citizens

Article 4 (Responsibilities of Business Operators)

1.Understanding the urgency and public nature of emergency services and cooperation with measures in Yokohama City
2.Acquisition and improvement of knowledge and skills concerning first aid for employees

Article 5 (Responsibilities of Citizens, etc.)

1.Acquisition of knowledge and skills related to first aid Implementation of first aid for victims as needed
2.Understanding the urgency and public nature of emergency services and proper use of emergency services
3.Accurate notification when transporting by emergency services

Article 6 (Maintenance of Emergency Equipment, etc.)

1.Fire protection objects that require the establishment of a disaster prevention center under the provisions of the Yokohama City Fire Prevention Ordinance, Article 68-2 No. 1 and No. 2

Large-scale fire protection targets such as theaters, public hall, restaurants, department stores, hotels, hospitals, etc.

2.Other fire protection objects designated by the Fire Department Director

Station buildings, etc. of a certain size or larger (specified in separate notice)

For the above objects
・Mandatory maintenance of automatic external defibrillators (AEDs) and other equipment (stretchers, blankets, etc.) necessary for first aid
・Establish a system that can provide first aid, etc. when an injured person occurs within the fire prevention target

Article 7 (Identification of Emergency and Severity)

Item 1 (Flow of Identification and Severity Identification)

Call 119 from a transport requestor by emergency services
Information such as trauma, special injury, illness, medical history, etc. heard from the caller is entered into the computer.
Systematic and automatic identification of urgency and severity
Emergency services, etc. based on the results of identification of urgency and severity.
・Flexible operation of emergency services, etc. that participate according to the condition of the victim
・If it is determined that emergency services are not required to participate, with the consent of the individual, medical staff will provide an "emergency consultation service" by medical staff.
※Emergency / severity identification refers to the identification of the urgency of emergency treatment and transportation to a medical institution and the degree of injury and illness.

Paragraph 2 (Requirements for Identifying urgency and Severity)

The Director General has established a system in which doctors who are always assigned to facilities that perform communication command operations provide direct guidance or advice to firefighters who perform such duties and emergency rescue workers engaged in emergency services.

Item 3 (Emergency Operation System, etc.)

The director will have the necessary rescue squad to participate according to the results of the degree of urgency and severity identification, and will implement measures according to the situation at the emergency site.

Article 8 (Mutual Cooperation)

Mutual cooperation with institutions and organizations related to Yokohama City, emergency services, etc.

Article 9 (Utilization of Related Laws)

Implementation of measures such as requesting the application of relevant laws and regulations (Fire Services Act, Penal Code, etc.) for persons who have committed acts that hinder the implementation of fair and impartial emergency services, such as false reports

Article 10 (Delegation)

Necessary matters concerning the enforcement of this Ordinance shall be stipulated in the Regulations
