Basic policy for suppressing simultaneous return home

For people unable to return home and other measures, it is essential to control the occurrence of people unable to return home and others, and it is essential to thoroughly implement the basic principle of "do not start moving unnecessarily." Specifically, it is necessary to promote measures such as waiting for employees at companies and other companies in the facilities, promotion of stockpiling for that purpose, and secure means of safety confirmation with family members.

Based on these facts, the Council for Countermeasures against people unable to return home, etc., in which the city also participates, formulated the `` Basic Policy on Suppressing Return Home '', which stipulates basic matters that individuals, business establishments, and administrative organizations should work on. In accordance with this, the city has positioned the following “Basic Policy for Controlling Simultaneous Return Home” as a basic policy for people unable to return home measures in Motoichi.

Basic policy for restraining returning home

<Basic Approach>
In order to prepare for an earthquake beneath the Tokyo metropolitan area, comprehensive response by self support, community support and government support are essential. Immediately after an earthquake beneath the Tokyo metropolitan area, it is necessary to promptly and smoothly carry out emergency activities such as rescue and rescue activities, fire fighting activities, and emergency transportation activities. To this end, we will thoroughly implement the basic principle of "do not start moving unnecessarily" to prevent confusion caused by the occurrence of people unable to return home.
In order to make these basic principles effective, each company, etc. (including government offices and organizations) in accordance with the following specific initiatives: The same applies to the following. ) will endeavor to curb the return home.

(Waiting and stockpiling of employees, etc.)
If most of the transportation system in the Tokyo metropolitan area will be suspended due to the occurrence of an earthquake directly below the Tokyo metropolitan area, and if there is no prospect of recovery for the time being. In order to ensure the safety of employees, etc., we will strive to keep employees (Note 1) in the business site for a certain period of time.
Companies will endeavor to stock up on necessary water, food, blankets, and other supplies for three days (Note 2) so that employees can wait in the office.

(User protection at large-scale attracting facilities, etc.)
In the event of an earthquake beneath the Tokyo metropolitan area, in light of the expected occurrence of many people unable to return homes, etc. are expected to occur at large-scale customer-acquiring facilities (Note 3) and terminal stations (Note 4). Businesses will endeavor to properly wait and guide users to protect users.

(Development of an environment to allow employees to wait)
Companies, etc. should be able to keep employees in the office for a certain period of time, such as making the office building earthquake-resistant, preventing furniture from falling, falling and moving, and preventing glass scattering, etc. We strive to create an environment where we can wait safely in the business site.

(Positioning in Business Continuity Plan, etc.)
Companies, etc. shall determine in advance the policy of waiting for employees and return home in the event of an earthquake beneath the Tokyo metropolitan area in the BCP (Business Continuity Plan), etc., and endeavor to disseminate it to employees.

(safety confirmation)
Based on the fact that telephone calls are congested in the event of an earthquake beneath the Tokyo metropolitan area, companies and others shall check in advance multiple safety confirmation measures, such as mobile phone disaster message boards, disaster message board 171 and social networking services, among employees and their families, and strive to make them known tosafety confirmation.

(Training)
Companies, etc. will regularly conduct drills assuming an earthquake beneath the Tokyo metropolitan area, and will review measures as necessary.

Note 1: Employees, etc.
Includes those engaged in work at the business site (regardless of employment type), but does not include visitors.
Note 2: For 3 days
For 72 hours after an earthquake directly beneath the Tokyo metropolitan area, emergency response activities such as rescue and rescue operations and fire fighting activities in the survivors. Note 3: Large-scale customer attraction facilities

Note 4: Terminal stations, etc.
Stations that are expected to cause confusion or congestion due to people unable to return home, etc. in the event of an earthquake, such as a railway station or a transit station or a transit station.
