In recent years, floods have occurred in river basins in urban areas due to typhoons and torrential rainfalls. In Yokohama, Typhoon No. 22 in 2004 caused massive inundation damage around Yokohama-sta.-nishiguchi. Amid the weakening of local flood control capabilities due to a decrease in flood control members, the Flood Control Law was revised in July 2013 with the aim of strengthening local flood control capabilities with the participation of various entities. Initiatives such as securing evacuation were stipulated for owners of facilities requiring assistance, such as underground malls in (*) in the area (*). Therefore, in this corner, we introduce the manuals of plans created by the owners or managers of each facility. It is necessary to make use of this corner, create a plan for securing evacuation at an early stage, and prepare for the reduction and avoidance of inundation damage.
(*) The inundation area is an area where flooding is expected when a river is flooded due to planned rainfall for river maintenance.

In underground malls, it is difficult to grasp the weather conditions, etc. compared to the surface of the ground, and in the event of flooding, there is a high possibility that serious damage related to human life will occur in a short time.
Under the Flood Control Law, owners or managers of underground shopping malls whose names and locations are to be determined in disaster preparedness plan, Yokohama City, are required to prepare, report and publish the "Evacuation Security and Inundation Prevention Plan".
It is leaflet about contents of evacuation security plan making for owner or manager such as underground mall in contents to establish in evacuation security, inundation prevention plan.
It is a guidebook when creating an evacuation security / inundation prevention plan that summarizes the contents stipulated in the evacuation security / inundation prevention plan. Make two copies of the plan and submit a copy to the General Affairs Bureau Regional Disaster Prevention Section.

Large-scale factories, etc.
In recent years, flood damage has occurred frequently in the torrential rainfalls and other areas, and the flooding of large-scale rivers in Thailand in September 2011 disrupted supply chains and had a serious impact on Japan's manufacturing industry.
Under these circumstances, the Flood Control Law was partially revised in July 2013, and factories, warehouses, etc. of a certain size or more in areas where there is a risk of flooding (inundation expected areas) (only facilities that have been proposed by themselves, "Large-scale factories, etc.") And flood forecasts, etc. from the city, and for the owners of the facilities, self-defense flood control efforts will be required as an effort.
