What is the city planning master plan?

(1) This is a plan formulated based on the City Planning Act.
City planning master plan is "basic policy about city planning of municipalities" to prescribe in 2 (Note 1) of Town Planning and Zoning Act Article 18-2 (Note 1).
(2) It consists of three stages.
In Yokohama-shi, we decide to consist of three stages of "all city plan" which is design of the whole city and "ward plan" which are designed by area and "district plan" which are designed according to area.
The "All City Plan" was formulated on January 5, 2000, and based on this "all city plan", "ward plan" has been formulated sequentially in each of the 18 wards in the city (2004 As of May, it has been formulated in 12 wards).
The "District Plan" is to be formulated especially for districts where it is necessary to determine the policy of town development in detail. We will consider it accordingly
(3) We will coordinate with comprehensive plans and other initiatives.
The “All City Plan” is based on the “Yokohama City Basic Design (decided on June 1, 1973)” based on Article 2, Paragraph 5 of the Local Government Act and Article 6-2 of the City Planning Act. Formulated in accordance with the “Maintenance, Development and Development of Urban Planning Areas and conservation Policy”.
In addition, we devise "ward plan" while making use of viewpoint of ward as "all city plan" as high-level plan and devise while aligning with distinction plan of Yokohama-shi comprehensive plan (Note 2).
(4) It will be consistent with the basic plan by field.
We devise while aligning with basic plan according to field already devised including "Yokohama-shi green basic plan", "Yokohama-shi environmental management plan", "Yokohama-shi housing basic plan".
(5) City planning determined by Yokohama City shall be determined in accordance with the city planning master plan.
When the city planning master plan is formulated, the city planning determined by Yokohama City will be determined in accordance with the city planning master plan (area divisions of urbanization areas and urbanization adjustment areas, motorways and general national roads, Excludes first-class rivers, parks and green spaces set up by the government.)
(6) We devise reflecting citizen's opinion.
In formulating a city planning master plan, necessary measures will be taken to reflect the opinions of residents. Yokohama City has decided to proceed with the development of the “ward plan” and “district plan” in particular, from the drafting stage while devising various ways of citizen participation.

Note 1: Article 18-2 of the City Planning Act (Basic Policy on City Planning of Municipalities)

Article 18-2 The municipalities shall comply with the basic concept for the construction of the relevant municipalities and the policy of the development and development of the city planning area and the policy of the conservation determined through the resolution of the council. (Hereinafter referred to as the “Basic Policy” in this Article.)
When 2 municipalities intend to establish a basic policy, they shall take necessary measures to reflect the opinions of residents, such as holding public hearings, etc.
(3) When the municipalities have established a basic policy, they must publish it without delay and notify the prefectural governor.
The city planning determined by the four municipalities must conform to the basic policy.

Note 2: Yokohama City Comprehensive Plan
The Yokohama City Comprehensive Plan clarifies measures in various fields of civil life as a guideline for municipal administration that comprehensively promotes urban planning, and consists of a long-term vision and a business plan.
The long-term vision showed the philosophy, goals, and direction of measures for promoting future town planning, and was finalized in December 1993 through a wide range of citizen participation. In addition, the business plan consisted of a basic plan, a five-year plan, and a distinction plan. Based on the long-term vision, it clarifies specific measures, projects and maintenance levels, and was finalized in December 1994.

Note 3: Yokohama Medium-Term Policy Plan

The five-year period from 2002 to 2006 (2006) is the planning period, with the basic goal of realizing "Yokohama, a city where the power of the people is fully demonstrated," We summarize main measures and businesses that should be tackled with citizens for the issues that cities and Yokohama have, and for the creation of a bright and attractive city, use it as a basic guideline in municipal administration administration for the making of bright and attractive city (December 16, 2002)
