Application for Food Related Business Permit Application (New) (Temporary Business)

When performing simple cooking at a temporary store (stalls, containers, etc.) accompanying a temporary event, permission for stall-type temporary business or simple fixed temporary business operation permission is required depending on the structure of the facility. Please consult with us in advance about the structure of the facility and the food to be handled.

When it is possible to operate at a temporary store (stall, container, etc.)

 In order to obtain business permission at stalls and containers, all of the following 1 to 5 must be satisfied.

① Operating in conjunction with extraordinary events

 During the period of the event, it is necessary to open a store within the range of the event location (including not only the venue of the event but also the surroundings). It is not possible to operate in places where events are not held.
 Extraordinary events are the following events held by the implementing entity (national, local governments, corporations or organizations) for a certain purpose, and are temporary events that do not exceed about one month. Extraordinary events do not include events held over a period of several months to the whole year or undetermined periods.
 A. Festivals and festivals of shrines and Buddhist temples
 (B) Events aimed at revitalizing local communities and industries
 C) Events aimed at supporting reconstruction and charity activities
 D. Events aimed at international exchange
 Performances and performances of sports, music, performances, etc.
 Ka food festival
 G) Other similar events
※ In some cases, a business license is not required, such as local summer festivals and school festivals. For details, please see the notification of food provision at the event (outside site).

② The business location must be a place where water supply and drainage facilities directly connected to water and sewage systems cannot be easily maintained.

 When cooking food, the facility needs washing equipment such as handwashers and sinks. If you are operating in a place where water supply and drainage facilities directly connected to water and sewage systems cannot be easily maintained, you can obtain a business license at temporary stores such as stalls and containers by installing a water supply tank, drainage tank, and cleaning equipment. I can do it.
 If you are operating in a place where water supply and drainage facilities that are directly connected to water and sewage can be maintained, install a handwasher or sink directly connected to water and sewage, and obtain a business license for a fixed store. ③ Handling food that can be provided by simple cooking

 In stalls and containers, full-scale cooking like fixed stores is not possible. In principle, ready-made products should be opened, heated, served, etc., and simple final cooking, such as frying and baking semi-finished products.
 The number of foods and items that can be handled differ between stall-type temporary sales and simple fixed-type temporary business, so please see below for details.

④ Removal after the end of the business period

Stalls and containers need to be removed after the event.

⑤ Satisfying facility standards

 Depending on the structure of the facility, it is necessary to meet the facility standards of stall type temporary business or simple fixed type temporary business. For more information, please refer to the following.

 The standards for facilities required for stall-type temporary business are determined by the "Ordinance on Business Facility Standards Based on the Food Sanitation Law" (Kanagawa Prefecture Ordinance).

Application destination

 Please apply to the public health center in Kanagawa Prefecture (in the case of Naka-ku, Yokohama, Health Sanitation Division, Chu-Health and Welfare Center) in charge of your location according to the following priorities (1) to (3).
 Business licenses obtained at any public health centers in the prefecture are also permitted to operate in other local governments in the prefecture.

Overview of simplified fixed temporary operations

 If you are operating in a container house that can be easily installed and removed, you need a simple fixed temporary business license.

The number of foods and items that can be handled

  • Type of food
    Non-heated meat, seafood and chicken eggs, fresh cream and foods other than soft serve ice cream
  • Number of items
    ① When the capacity of the water tank and drainage tank is 40 liters or more and less than 80 liters, respectively
     The number of items that can be handled at the same time is one item.
    ② When the capacity of the water tank and drainage tank is 80 liters or more, respectively
     Multiple items

Facility standards

 Standards for facilities required for simple fixed-type temporary business are determined by the "Ordinance on Business Facility Standards Based on the Food Sanitation Law" (Kanagawa Prefecture Ordinance).

Application destination

 Please apply to the Health and Welfare Center Health Sanitation Division, which has jurisdiction over the location of the store. If you want to open a store in Naka Ward, please contact the Health and Welfare Center Health Sanitation Division.

Application procedure

Flow until business license

 The flow to the business license is as follows.

Prior consultation → Application for Business Permit(*1) → Facility inspection(*2) → Issuance of Business Permits and Start of Business

※1 Application for a business license must be made at the counter.
※2 Facility inspections will be conducted on-site surveys, but for stall-type temporary sales can be handled by attaching photos instead of on-site surveys.

How to apply at the counter

Please bring one copy of the following documents at a time.
 

  • Food Sales Permit Application Form (Excel: 40KB)
  • Official documents such as driver's license, resident certificate, residence card, and other official documents that confirm the applicant's Address, name, and date of birth.
    ※ When applying for a corporation, it is not necessary to attach documents to the head office location and trade name on the corporate number search site, so there is no need to attach documents. However, if you cannot confirm the corporate number search site, please attach a certificate of entry (within 6 months from issuance).
  • Documents proving the qualification of a food hygiene officer (copiable, presentation only)
    If you do not have a food hygiene officer, please appoint it within 3 months.

Facility survey

 After applying for a business license, we will conduct a facility survey of food stalls and containers. The survey will be conducted in principle in the morning (9:00-11: 00) and afternoon (14: 00-16: 00) on weekdays. In the case of a stall type temporary business, it is possible to attach a photo instead of a field survey.
 If you do not meet the facility standards, you will not be able to operate until you confirm that it is satisfied, so please check the facility standards yourself thoroughly.
