Yokohama City Public Building Sick House Countermeasures Guidelines

First Basic Concept

1 Purpose

By compiling the matters to be noted in the construction and management of public buildings as guidelines, we will appropriately respond to the construction department and facility managers, and reduce the concentration of harmful chemical substances in the indoor air of facilities used by citizens. I will recommend.

2 Targets

Among buildings constructed or managed by the city, buildings (hereinafter referred to as "public buildings") used by many citizens

3 Positioning

These guidelines were created as a basic policy for each department to work together on sick house issues of public buildings in the city.For details on the contents to be tackled, please refer to the manual of these guidelines (hereinafter referred to as “Manuals”).)
In the future, in comprehensive promotion of sick house measures, we will closely monitor the trends of relevant ministries and agencies in the country and conduct a wide range of studies, and if new knowledge is obtained, these guidelines and manuals will be reviewed at any time. Details of the Second Initiative

1 Architectural design

The construction department and facility manager do the following in architectural design such as new construction, renovation, and renovation of public buildings.

(1)Consideration for building materials used
Building materials to be used shall, in principle, whether they are indoors or outdoors, including base materials, do not disperse formaldehyde, toluene, etc., or materials with a small amount of dispersed shall be selected and specified in the design documents.

(2)Consideration of construction methods and ensure proper ventilation volume
If building materials containing formaldehyde, toluene, etc. are unavoidable, select a method that has the least impact on the indoor environment, etc., and design to ensure an appropriate ventilation volume for ventilation.

(3)Implementation of indoor concentration measurement, etc.
In order to measure the indoor concentration and take necessary measures based on the results before delivery, we anticipate costs and time margin in advance.

2 Construction and construction management

The Construction Department will perform the following management in the construction work.

(1)Conduct material acceptance inspections to confirm whether the materials used are appropriate and safe materials using the “Chemical Chemical Substance Safety Data Sheet” (MSDS), etc., as well as ventilation ventilation in the material storage area and prevention of the transition of chemical substances between materials. Consideration such as.

(2)We will strive for active ventilation ventilation, not only during construction, but also until completion and delivery.

(3)In construction while using facilities, such as indoor and outdoor renovation work, replacement and renovation of equipment and equipment, we will hold sufficient meetings with the facility manager and consider the safety of users.

(4)Between the completion of the construction and delivery, we will measure the indoor concentration of volatile organic compounds (VOCs) in accordance with the "Manual for Measurement of Volatile Organic Compounds (VOCs), etc. under the jurisdiction of City of Yokohama, Housing and Architecture Bureau".

3 Selection of fixtures

When purchasing new fixtures such as desks and chairs, the facility manager will consider selecting a specification that has a small amount of chemical substances such as formaldehyde.

4 Indoor concentration measurement of volatile organic compounds (VOCs), etc. (Safety confirmation)

(1)In order to confirm the safety of air quality in the living room, the facility manager measures the indoor concentration of volatile organic compounds (VOCs) (* Note 1) in the following cases. Of the facilities already used at the time of enforcement of these guidelines, facilities that do not measure indoor concentrations will be systematically measured to confirm safety.

(2)The facility manager will take the following measures if the measurement of indoor concentrations such as VOCs in (1) exceeds the guideline value of the Ministry of Health, Labour and Welfare.

B. Response to health hazards
In a public building that exceeds the guideline value, if there is a complaint or consultation from a public building that exceeds the guideline value, investigate the cause and recommend a medical institution to consult a medical institution .

5 Daily management

The facility manager will do the following as daily management.

(1)Consideration for Use of Chemical Substances
When using chemicals and daily necessities such as insecticide, floor wax, toilet aroma and deodorant agents, in principle, do not use substances containing substances specified by the Ministry of Health, Labour and Welfare for sick house syndrome.

(2)Ensuring appropriate ventilation volume
In the case of natural ventilation, the windows will be opened in consideration of ventilation.
If mechanical ventilation equipment such as ventilation fans are installed, make sure that the appropriate amount of ventilation is ensured, and perform sufficient ventilation by constantly operating the ventilation equipment.

6 Information Provision

(1)Publication of measurement results
When the construction department and facility manager carry out indoor concentration measurements such as VOCs for safety confirmation in public buildings, they will promptly publish the measurement results in cooperation with the liaison conference.

(2)Provision of information to staff and citizens
In order to comprehensively promote sick house measures, the liaison meeting will disseminate the contents of these guidelines to staff of related departments who are facility managers.
In addition, we provide citizens with information related to sick house measures.

(3)Work with Affiliated Organizations
The liaison meeting will work with manufacturers and other related organizations to further promote voluntary sick house measures.

Note 1: Officialdehyde, acetaldehyde, toluene, xylene, ethylbenzene, styrene, ethylbenzene, and styrene.

Note 2: This refers to indoor renovation, renovation work, and outdoor renovation and renovation work such as waterproofing and outer wall painting on the surface in contact with the living room.
