For plastic containers and packaging, it is required by law that businesses that manufacture and sell containers and packaging bear the cost of recycling, but small businesses are exempt from the cost burden according to certain standards. Therefore, the municipalities are supposed to bear that amount.
The municipalities are responsible for all recycling costs for plastic products.
