(Objective)

(Definition)
Article 2 In these ordinances, the meanings of the terms listed in the following items shall be as prescribed respectively in those items.

(Basic Philosophy)
Article 3 Citizens have the right and responsibility to participate in local community development according to the provisions of these ordinances in order to live a healthy and cultural life and carry out creative activities in familiar areas.

(Responsibilities of Citizens, etc.)
Article 4 Citizens must make ingenuity as the subject of local town development and strive to promote local town development.

3 Citizens must cooperate with measures pertaining to promotion of local town development performed by the city.

(Responsibilities of the City)
Article 5 In accordance with the basic philosophy of Article 3, the city shall formulate and implement necessary measures for the promotion of local town development in cooperation with citizens.

2 cities shall endeavor to reflect the opinions of citizens, etc. in the development and implementation of the measures set forth in the preceding paragraph.

(Support measures of the city)
Article 7 The city shall implement the following support measures to achieve the purpose of this ordinance.
(1) Collect and organize information on local town development, and conduct research.
(2) To provide information about community development.
(3) Consultation on local town development and provide guidance and advice.
(4) Providing opportunities for learning and exchange about local town development.
(5) Dispatch of experts on community development and other technical support

(6) Provide financial support within the budget for activities related to local town development, projects related to the maintenance of urban areas pertaining to the activities (hereinafter referred to as "local town development projects").
(7) Provide other support necessary for the promotion of local community development.

(Regional Community Development Group)
Article 8 Citizens can form a group that conducts activities related to local town development, and can register the group in the city as a local town development group according to the rules.

2 The regional town development group must cooperate with other local town development in the area where the activity is subject, without any interest in specific things, and endeavor to promote local town development in the area concerned.

3 The local town development group must endeavor to explain the contents of the activity to the local residents, etc. in the area where the activity is targeted. .

When 4 mayors recognize that it is necessary, they can request local town development groups to report or explain the contents of their activities.

(Regional Community Development Organization)
Article 9 When groups such as citizens aiming to promote local town development by development of local town development plan and local town development rule correspond to any of the following items, according to place to establish in rule, We can receive authorization of the mayor as town development organization.
(1) Being composed of local residents, etc. in the area subject to the activities of the group, or being composed of the local residents and those who engage in activities related to local community development.

When 2 mayors are going to authorize by rule of the preceding paragraph, they shall hear opinion of Yokohama-shi area town development promotion committee (hereinafter referred to as "promotion committee") in advance.

When 3 mayors recognize that it is necessary, they can request local town development organizations to report or explain the contents of their activities.

(Regional Community Development Plan)
Article 10 If the plan that sets out the goals, policies, and other necessary matters of local town development for the purpose of promoting local town development falls under any of the following items, the local town development organization shall be governed by the rules. (1) A large number of support from local residents, etc. in the area subject to the plan.
(2) Being consistent with the Yokohama City Urban Planning Master Plan established based on the provisions of Article 18-2 of the City Planning Act (Act No. 100 of 1968) and other plans for local town development formulated by the city.
(3) Must meet other requirements that the mayor establishes.

When 2 mayors are going to authorize by rule of foregoing paragraph, they shall hear opinion of promotion committee beforehand.

(3) In formulating the plan set forth in paragraph 1, the regional town development organization shall publish and disseminate information on the development to local residents, etc. in the area subject to the plan, and endeavor to gain the understanding of the local residents, etc. Must.

When 4 mayors are going to devise plan of Clause 1, local town development organization can perform necessary instruction, advice.

(Promotion of local community development plans)
Article 11 The city shall consider the local town development plan in formulating measures related to local town development.

4 The local town development organization and the city can determine the policy pertaining to the promotion of the local town development plan, which stipulates the division of roles and other necessary matters for the realization of the local town development plan, through collaboration.

(Regional Community Development Rules)

4 The mayor can provide necessary guidance, advice, etc. when the local town development organization intends to devise the rules of Paragraph 1.

5 Local residents, etc. must comply with the rules for community development.

6 Local community development organizations must take appropriate measures to ensure compliance with local community development rules.

(Induction of buildings, etc.)
Article 13 In areas subject to the regional town development rules, those who intend to perform buildings pertaining to the local town development rules (hereinafter referred to as "actors such as buildings") shall notify the mayor according to the rules. Must be reported to

When 4 mayors recognize that it is necessary when the buildings do not conform to the local town development rules as a result of the consultation of Paragraph 2, they conform the buildings to the local town development rules for the actors such as buildings. When 5 mayors recognize that it is necessary when the actor such as construction does not accept the request set forth in the preceding paragraph, they may make a recommendation to accept the request.

When 6 mayors make request of Clause 4 or recommendation of preceding paragraph including instruction, advice of Clause 3, we shall hear opinion of the local town development organization concerned.

(Town Development Support Group)
Article 14 In order to promote local town development, the city will provide local town development in collaboration with non-profit organizations (hereinafter referred to as "town development support groups") aimed at supporting local town development such as citizens. Can be provided.

Article 15 The mayor may commend those who have made particularly significant achievements in local town development.

(Local Community Development Promotion Committee)
Article 16 In response to the mayor's consultation, the Yokohama City Regional Town Development Promotion Committee will be established as an affiliated organization of the mayor to investigate and discuss basic matters related to local town development.

2 Promotion Committee can give opinion to the mayor about basic matter about promotion of local town development.

3 Necessary matters concerning the organization and operation of the Promotion Committee shall be determined by rules.

Article 17 The mayor registers a local town development group pursuant to the provisions of Article 8, Paragraph 1, approves a local town development organization pursuant to the provisions of Article 9, Paragraph 1, and approves a local town development plan according to the provisions of Article 10, Paragraph 1. Or, when a local town development rule is approved pursuant to the provisions of Article 12, Paragraph 1, it shall be announced immediately.

2 The mayor, in order to plan appropriate operation of local town development rules,

3 The mayor shall make a report that clarifies the promotion status of measures based on these ordinances regarding local town development, and after consulting the report with the Promotion Committee, announce this.

(Delegation)
Article 18 In addition to what is provided for in this Ordinance, necessary matters concerning the enforcement of this Ordinance shall be specified by rules.

Supplementary Provisions
This Ordinance shall come into effect as of October 1, 2005.
