(Purpose)
Article 1 These ordinances clarify the responsibilities of citizens and the city regarding local community development conducted by citizens and Yokohama City (hereinafter referred to as "city") collaborate, and basic matters of measures related to local town development. The purpose is to contribute to the realization of a safe, comfortable and attractive town by deciding.

(Definition)
Article 2 In these ordinances, the meanings of the terms listed in the following items shall be as prescribed in those items.
(1) Citizens, etc. In the city, people who live, those who run business, those who own land, buildings, etc., or those who perform activities related to local town development.
(2) Local residents, etc. Refers to those who live, conduct business, or those who own land, buildings, etc. in the area.
(3) Local town development We say approach of maintenance of city area or maintenance or improvement of conservation and other local environment to perform to realize safe, comfortable attractive town.

(Basic Philosophy)
Article 3 Citizens have the right and responsibilities to participate in local community development according to the provisions of these ordinances in order to live a healthy and cultural life in familiar areas and carry out creative activities.

(Responsibilities of citizens, etc.)
Article 4 Citizens must devise ingenuity as the main body of local town development and try to promote local town development.

(Responsibilities of the city)
Article 5 In accordance with the basic philosophy of Article 3, the city shall formulate and implement necessary measures for the promotion of local town development to be carried out in cooperation with citizens.

The two cities shall endeavor to reflect the opinions of citizens, etc., in formulating and implementing the measures set forth in the preceding paragraph.

The three cities shall endeavor to provide necessary support so that citizens can independently promote community development.

Article 6 Citizens and the city must try to share information about local town development.

2 Citizens must cooperate with the city to work on learning about local town development and upbringing of leader of local town development.

(Support measures of the city)
Article 7 The city shall implement the following support measures to achieve the purpose of these ordinances.
(1) Gather and organize information on local town development, and conduct research.
(2) To provide information on community development.
(3) Consultation on local town development and provide guidance, advice, etc.
(4) Providing opportunities for learning and interaction with local community development.
(5) Dispatch of experts on community development and other technical support

(6) Provide financial support within the budget for activities related to local town development and projects related to the maintenance of urban areas pertaining to the activities (hereinafter referred to as “local town development projects”).
(7) To provide support necessary for the promotion of local community development.

(Community Community Development Group)
Article 8 Citizens can form a group that conducts activities related to local town development, and can register the group in the city as a local town development group according to the rules.

2 Local town development groups must cooperate with other local community development in the area where the activity is targeted, without aiming for specific interests, and shall endeavor to promote local community development in the area concerned.

3 Local town development groups must endeavor to explain the contents of the activities to the local residents, etc. in the area that is the target of the activity.

When 4 mayors admit that it is necessary, we can request report or explanation about contents of the activity from local town development group.

(Local Community Development Organization)
Article 9 Local town development plans and local town development rules correspond to any of the following items, groups such as citizens who aim to promote local town development by development of local town development plan and local town development rule correspond to any of the following items. (1) Being composed of local residents in the area that is the target of the group, or consisting of those who engage in activities related to local community development.

When 2 mayors are going to authorize by rule of foregoing paragraph, we shall hear opinion of Yokohama-shi area town development promotion committee (hereinafter called "promotion committee") beforehand.

When 3 mayors admit that it is necessary, we can demand report or explanation about contents of the activity from local town development organization.

(Local Community Development Plan)
Article 10 The local town development organization shall, depending on the rules if a plan that sets out the goals, policies, and other necessary matters for the purpose of promoting local town development falls under any of the following items. (1) Have a large number of support from the local residents in the area covered by the plan.
(2) Being consistent with Yokohama City Planning Master Plan established based on the provisions of Article 18-2 of the City Planning Act (Act No. 100 of 1968) and other plans related to local town development formulated by the city.
(3) Other meeting requirements that the mayor establishes.

When 2 mayors are going to authorize by rule of foregoing paragraph, they shall hear opinion of promotion committee beforehand.

(3) In formulating the plan set forth in Paragraph 1, the regional town development organization shall publish and disseminate information on the development to the local residents, etc. in the area subject to the plan, and endeavor to gain the understanding of the local residents. No.

(Promotion of Community Development Plan)
Article 11 The city shall consider the local town development plan in formulating measures for local town development.

Two cities shall endeavor to promote the local town development business pertaining to the local town development plan.

3 Local residents must work on promotion of local town development plan by oneself for realization of local town development plan and must try to cooperate with local town development business that city performs.

4 The local town development organization and the city can determine the policy pertaining to the promotion of the local town development plan, which stipulates the division of roles and other necessary matters for the realization of the local town development plan by collaboration.

5 In areas subject to the local town development plan, local residents, etc., act specified in Article 2, Item 13 of the Building Standards Act (Act No. 201 of 1950) in areas subject to the local town development plan (hereinafter referred to as "building, etc."), it must be considered for consistency with the local town development plan and harmony with the surrounding environment.

(Local Community Development Rules)
Article 12 In the case of local town development, if the rules that stipulate matters to be observed in the area correspond to any of the following items, the local town development organization shall, according to the rules, We can receive authorization of the mayor as rule.
(1) A large number of support from local residents in the area subject to the rules.
(2) Other meeting requirements that the mayor establishes.

When 2 mayors are going to authorize by rule of foregoing paragraph, they shall hear opinion of promotion committee beforehand.

(3) In formulating the rules set forth in Paragraph 1, the regional town development organization shall publish and disseminate information on the development to the local residents, etc. in the area subject to the rules, and strive to gain the understanding of the local residents. Must.

Article 13 In areas subject to the local town development rules, those who intend to perform buildings pertaining to the local town development rules (hereinafter referred to as "actors such as buildings") shall notify that effect according to the rules. You must report to the mayor.

When act actors such as 2 buildings intend to submit the notification set forth in the preceding paragraph, they must discuss with the local town development organization in advance on matters pertaining to buildings, etc. in the relevant local town development rules.

When 3 mayors recognize that it is necessary for discussion of the preceding paragraph, they can provide guidance, advice, etc. to actors such as buildings.

4 When the mayor recognizes that it is necessary when the buildings do not conform to the local town development rules as a result of the consultation in Paragraph 2, the building conforms to the local town development rules for actors such as buildings. When 5 mayors recognize that it is necessary when actors such as buildings do not accept the request set forth in the preceding paragraph, they may make recommendations to accept the request.

When 6 mayors make request of Clause 4 or recommendation of the preceding paragraph, such as instruction, advice of Clause 3, we shall hear opinion of the local town development organization concerned.

(Machizukuri Support Group)
Article 14 In order to promote local town development, the city will collaborate with a non-profit organization (hereinafter referred to as "town development support groups") for the purpose of supporting local community development such as citizens. Can be provided.

(Recognition)
Article 15 The mayor may commend those who have made particularly significant achievements in local town development.

(Community Town Development Promotion Committee)
Article 16 In response to the mayor's consultation, the Yokohama City Regional Town Development Promotion Committee will be set up as an affiliated organization of the mayor to investigate and discuss basic matters related to local town development.

2 Promotion Committee can state opinion to the mayor about basic matter about promotion of local town development.

3 Necessary matters concerning the organization and operation of the Promotion Committee shall be specified in the rules.

Article 17 The mayor registers a local town development group according to the provisions of Article 8, Paragraph 1, certify local town development organizations according to the provisions of Article 9, Paragraph 1, and certify local town development plans according to the provisions of Article 10, Paragraph 1. Or, when we certify local town development rules according to the provisions of Article 12, Paragraph 1, we shall announce that fact immediately.

2 Mayors plan appropriate operation of local town development rules
Documents showing the outline of the consultation in Article 13, paragraph 2 shall be made available for general inspection.

3 The mayor shall make a report that clarifies the status of promotion of measures based on these ordinances regarding local town development, and shall announce this after consulting the report with the Promotion Committee.

(Delegation)
Article 18 In addition to what is stipulated in this Ordinance, necessary matters concerning the enforcement of this Ordinance shall be specified by rules.

Supplementary Provisions
This Ordinance shall come into effect on October 1, 2005.
