Conservation and regeneration of the satoyama environment will lead to the improvement of the quality of the forest land, including the maintenance and improvement of biodiversity and the improvement of the safety of the forest land. In addition, conservation and its revitalization activities serve as a place for environmental education and passing on lifestyle and culture.
In recent years, the growing interest in environmental conservation has led to an increasing number of people who want to engage in these activities.
Citizens and the government will appropriately share their roles, and Yokohama City will promote activities to create forests in Yokohama that will connect to the next generation through collaboration between citizens and the government by providing effective support for volunteer activities.
Volunteers for forest creation are roughly divided into two forms.
1) “Forest Creation Volunteers” = Individual Volunteers
As a pre-stage for entering a group and conducting forest creation activities, we will first register individually and improve our knowledge and skills related to forest creation activities while receiving information and training from Yokohama City.
2) "Forest-building activity group" = volunteer group that has been approved
In forest land in the city including citizen's forest, with the consent of the landowner and the approval of the manager, we will conduct forest creation activities as a group.
It will also be the recipient of individual registration volunteers.
Conceptual diagram of the mechanism
- The Forest Creation Activities Group engages in activities aimed at systematic goals, such as coexistence with forests and satoyama conservation and living creatures.
- Individual volunteers can aim to join an activity group, which is the next step, and participate in activities and hands-on projects of activity groups in various activity areas.
Volunteer System Guide
We have issued a guide for organizations and individuals engaged in volunteer activities for forest creation.
Please take a look at the information below.

Transition of Systems
In October 2002, we formulated the "Yokohama City Forest Creation Volunteer Group Development and Support Guidelines" as a mechanism to connect citizens and forest land, and have provided support to volunteer groups that create forests. After that, a major review was conducted to respond to new issues based on the following background, and in April 2012, it was reborn as the "Summary of Forest Creation through Yokohama City Citizen Collaboration".
As a result, the system for supporting forest creation activities has changed significantly. After that, there was a revision in April 2014, and it is now the "Summary of Forest Creation through Collaboration".
1) Background
- For registered organizations wishing to create forests, the number of forests that can newly approve activities has decreased.
- While organizations that are already active are struggling to secure human resources, the number of individuals seeking places for activities has increased.
2) Points of Review
- The previous "group registration system" has been changed to the "individual registration system".
- Organizations that can continuously engage in forest creation activities in forest areas are approved as "forest creation activities organizations". (1 forest area 1 group)
(The "forest creation volunteer activity approval organization" in the old outline is deemed to have been approved by the forest creation activity group, and automatically becomes a "forest creation activity group.")
- Forest activity group submits annual activity plan to city once a year and receives approval of activity plan.

What kind of support can you get?
Forest-building activity groups can receive the following support from the city.
- Provision of information on forest creation activities (such as sending newsletters)
- Providing opportunities to take training on forest creation activities
- Lending tools related to forest creation activities
- Dispatch of experts on forest creation activities
- Recruitment (guidance) for individuals registered as volunteers for forest creation
Please refer to the newsletter No.74 for specific examples of the support menu. (This is an example of FY2012.)
What is the annual activity plan?
- Forest activity groups must submit an annual activity plan to the city once a year and receive approval.
- The annual activity period is from July 1 to June 30 of the following year. Please submit it at least one month before the start of the annual activity.
- When the annual activity is over, please submit an annual activity report within one month.
Do I need to take out insurance?
Insurance is required. Please take out insurance for injuries to members of the activity group and damages to third parties.
Please consult with your local insurance company or insurance agency, etc., and purchase insurance individually according to your activity.
(There is a system of "Yokohama City Citizen's Activities Insurance" that does not require insurance premiums or enrollment procedures, but there are some conditions that cannot be applied depending on the activities.)
If you have not yet established a system to accept individual registration members?
In principle, a forest creation activity organization should be an open organization, but it is only possible to accept new members after establishing a system.
From the city, we will also provide backups when accepting groups.
