Can children who don't have diapers enter the park pool?

Children who do not have diapers are not allowed to use them.
The park pool used by small children is mainly used for playing in the water, and is a pool where the pool water is likely to enter other children's mouths. In addition, since the use of small children is concentrated compared to swimming schools, hygiene issues such as water quality management may arise. For this reason, children who do not have diapers are not allowed to use.
(It is also not possible to use disposable diapers (swimming pants) for playing in the water.)
