Overview
The Yokohama Architecture and Development Dispute Conciliation Committee, an affiliated organization of the mayor, is made up of academic experts in architecture, urban planning, law or environment conservation.
The mayor will refer mediation to the mediation committee if there is a request for mediation from both parties to the dispute.
Upon receiving the referral of the mayor, the Mediation Subcommittee, composed of three or more mediators, listens to the circumstances of both parties from a professional and fair standpoint and presents mediation plans as necessary. However, this mediation is not enforceable like a trial.
In addition, since the dispute is a civil case and there are many issues related to personal privacy, the mediation procedure performed by the Mediation Subcommittee is not disclosed.

Article 16
The Yokohama City Architecture and Development Dispute Conciliation Committee (hereinafter referred to as the "Committee") will be established in Yokohama City as an affiliated organization of the mayor.
2 The committee mediates in response to the mayor's referral, and investigates and deliberates important matters related to the prevention and coordination of disputes in response to the mayor's consultation.
3 Committees may state their opinions to the mayor on matters related to the consultation set forth in the preceding paragraph and other important matters related to the prevention and coordination of disputes.

Article 17
The Committee shall be organized with no more than 15 members.
2 The members shall be appointed by the mayor from among those who have academic experience in the conservation of architecture, city planning, law or the environment and other persons deemed necessary by the mayor.
(Term of office of committee members)
The term of office of the Committee shall be three years. Provided, however, that if a member is missing, the term of a substitute member shall be the remaining term of the predecessor.

Article 20
Mediation referred to the Committee shall be conducted by establishing a mediation subcommittee consisting of three or more members (hereinafter referred to as the "subcommittee").
(2) Members of the Sub-Committee shall be appointed by the President for each case from among the members of the Committee.
(3) When the Sub-Committee finds it necessary for mediation, it may request the parties concerned to attend to hear their opinions and request the submission of necessary materials.
