Review opinion
As a result of examining the environmental impact assessment preparation documents, environmental impact assessment documents, and procedures prepared by the business operator, please pay attention to the following matters based on the business characteristics and the environmental characteristics of the surrounding area.
1 Basic matters
(1) This heliport is located in the Shin-Yokohama station area where there are many business-related buildings, and there are public facilities such as hospitals directly below the planned flight route, and construction of residential buildings is underway in the Shin-Yokohama 1-chome area near the flight route. I have. For this reason, when operating helicopters, consideration should be given to minimizing the impact on the surrounding environment based on land use and development conditions in the surrounding area.
(2) The operator conducts helicopter testflights in the survey and strives to improve the accuracy of the survey prediction, but since the testflight is different from the actual operation, it is necessary to conduct a post-survey on the necessary items.
(3) In the future, it is necessary to select models that take into account environmental impacts such as noise and the properties of exhaust gas from the viewpoint of reducing environmental impact.
2. Individual matters
(1) Construction plan
The construction of this project is limited to airfield sign facilities, safety facilities, fire extinguishing facilities, etc. The construction period is short, but there are hotels and commercial buildings nearby, and there are many pedestrians during the day. Therefore, the traffic of construction vehicles and the import of materials should consider the impact on pedestrians, disseminate the construction schedule to nearby stakeholders, and establish a complaint consultation desk for construction.
(2) Noise
The way of feeling the "noisy" of aircraft noise such as ahericopter is related to the surrounding noise and living hours, so take appropriate consideration in the operating hours of helicopters, taking into account the season and surrounding living environment, etc. thing.
Since the effects of noise vary depending on the flight method of the Ihelicopter, flying a helicopter should take a flight method (gradient of entry / exit, etc.) to reduce noise as much as possible.
The hovering and idling of uhericopter may affect the area around this heliport, so the hovering and idling time above this heliport should be minimized.
(3) Safety
There are no serious accidents nationwide at the time of takeoff and landing of Ahericopter, but since it is a heliport in the city area, take thorough measures such as maintenance of aircraft and occupant training from the viewpoint of ensuring safety.
Installation of wind direction and anemometer to confirm the safety of take-off and landing of the Ihelicopter should consider the vortex area of the building.

3 Ex-post investigation
(1) Noise

After operation, conduct a survey including the effects of noise due to reflection in the area around the heliport, and consider countermeasures as necessary.
(2) Low-frequency sound
There is a concern about the impact on low-rise wooden houses that are partially under the approach surface, so after operation, try to grasp low-frequency sound and take appropriate measures as necessary.
(3) Radio interference
Although there was no radio interference in the test-flight survey, in full-scale operation, try to understand radio interference and consider countermeasures as necessary.
