2nd examination opinion
As a result of examining the environmental impact assessment preparation document, environmental impact assessment report, and procedures prepared by the business operator, please note the following items should be noted based on the business characteristics and the environmental characteristics of the surrounding area.
1 Basic matters
(1) This heliport is located in the Shin-Yokohama Station area, where there are many commercial buildings, and there are public facilities such as hospitals directly below the planned flight route, and construction of residential buildings is progressing in the Shin-Yokohama 1-chome area near the flight route. Therefore, when operating helicopters, consideration should be given to minimizing the impact on the surrounding environment as much as possible, taking into account the surrounding land use and development conditions.
(2) The operator conducts helicopter test reflections in the survey and strives to improve the accuracy of the survey predictions, but since the testflights are different from actual operation, it is necessary to conduct a post-survey on the necessary items.
(3) For future updates of models, it is necessary to consider the environmental impacts such as noise and exhaust gas properties, from the viewpoint of reducing the environmental impact.
2 Individual Matters
(1) Construction plan
The construction of this project is limited to airfield sign facilities, safety facilities, fire extinguishing facilities, etc. The construction period is short, but there are hotels and commercial buildings nearby, and there are many pedestrians during the day. Therefore, when passing construction vehicles and bringing in materials, consider the impact on pedestrians, inform the construction schedule to nearby stakeholders, and establish a complaint consultation desk for construction.
(2) Noise
Since the feeling of "noisiness" of aircraft noise such as a helicopter is related to the surrounding noise and living hours, etc., the helicopter operating hours should be considered appropriately in consideration of the season and surrounding living environment. Strive.
Since the impact of noise varies depending on the flight method of the Ihelicopter, helicopter flight should take a flight method (such as the slope of entry / exit).
Minimize the hovering and idling time over the heliport may affect the area around this heliport, so the hovering and idling time over the heliport.
(3) Safety
Although there are no serious accidents during the takeoff and landing of the a helicopter, it is a heliport in an urban area, so take thorough measures such as maintenance of the aircraft and crew training from the viewpoint of ensuring safety.
When installing a wind direction and anemometer to confirm the safety of taking off and landing of the Ihelicopter, consider the vortex area caused by the building.
C. Operations are from 7:00 am to 19:00 in the evening, but if weather conditions such as visibility or wind speed deteriorate, refrain from operating.
3 Post-Survey
(1) Noise
The noise survey using test light is conducted on the safety side in terms of the environment than the actual flight method, but the area around the heliport is forested, and depending on the location, the effect of helicopter noise reflection may be considered. After operation, conduct a survey including the effects of noise caused by reflection in the area around the heliport, and consider countermeasures as necessary.
(2) Low-frequency sound
Since there is a concern about the impact on low-rise wooden houses that are partially under the entry surface, after operation, try to grasp low-frequency sound after operation and take appropriate measures as necessary.
(3) Radio interference
There was no radio interference in the test-flight survey, but in full-scale operation, efforts should be made to understand radio interference and consider countermeasures as necessary.
