1 Basic matters

(1) Yokohama International Port Construction Plan Urban Expressway No. 5 Municipal Subway Line No. 4 (hereinafter referred to as the “Project”) has a large construction scale and a long construction period, passes underground residential areas in some areas, starting and ending points are planned to be existing stations with traffic congestion. Therefore, when formulating construction plans and selecting construction methods, it is necessary to give due consideration to minimizing the impact on the environment as much as possible.

(2) There is concern about the impact on the river environment because the railway crosses the Tsurumi River overpass and the large development area of depots planned along the river is large. Therefore, when planning elevated structures and depots, it is necessary to consider the Yokohama City Environmental Management Plan and the Yokohama City Water Environment Plan.

(3) Some of the noises in the preparation form and some of the plant items are not appropriate, so it is necessary to correct them in the evaluation report. If a new plant such as valuable or important species is discovered during the construction stage, it is necessary to listen to the opinions of experts and consider necessary measures.

(4) Since the speed of trains is a major factor in the prediction of railway noise and vibration, it is necessary to explain in the evaluation report the basis for setting the speed of trains used for prediction.

(5) In the vicinity of Kawawa-cho, Kitahassakucho and Aoto-cho, this project and the city planning road Naka-Yamakita Yamada Line are planned together, so there is a concern that the living environment will deteriorate for the local residents. Therefore, it is necessary to continue coordinating with related organizations to consider comprehensive measures for conservation.

(6) Current scientific knowledge states that there is no health effects due to electromagnetic effects, but new findings may be revealed in the future. Therefore, when new scientific knowledge is revealed, a new study should be conducted as necessary.

(7) Some of the contents of the book in "Summary of Opinions on Preparations and Opinions on Opinions" do not accurately respond to citizens' opinions. For this reason, in preparing the evaluation report, it is necessary to make the contents as easy for the citizens to understand as possible, and to provide a place for discussions with the citizens and answer the questions of the citizens when implementing the project.

2. Individual matters

(1) Construction plan

Oh, it is necessary to describe the operation route of construction vehicles around Hiyoshi Station and Hiyoshi Honmachi Station in the evaluation report.

(B) At the project implementation stage, it is necessary to inform the relevant local residents of the construction schedule by type and time zone, and to establish a complaint consultation desk for construction.

(2) Air quality

A) Air pollution caused by construction machinery during construction may affect nearby residents depending on the operation of construction machinery and weather conditions. For this reason, it is necessary to further reduce the impact on the environment by leveling the process, operating the machine efficiently, and using low-pollution construction equipment in areas where houses are close. In the future, it is necessary to actively adopt construction machinery equipped with exhaust particulate removal equipment for diesel engines and strive to use them.

(B) At the time of construction, it is necessary to strive to grasp weather information such as strong winds and take appropriate measures as measures to prevent dust from scattering when construction workers are absent, such as at night or on holidays.

(3) Noise

A) At present, most survey points along the road where construction vehicles are expected to operate exceed the environmental standards for noise. Here, since the impact of the operation of construction vehicles is added, it is necessary to quantitatively evaluate the noise associated with the operation of construction vehicles and write it in the evaluation report.

B. Since the prediction does not take into account the reflected sound by the structure, it is necessary to consider and implement measures against the reflected sound of the structure. In addition, it is necessary to confirm the effects of sound insulation walls.

(4) Vibration

(A) Vibration associated with the operation of construction machinery may exceed the predicted value depending on the ground conditions and the load conditions of the machine. It is necessary to consider.

With regard to vibration during the operation of railways, it is necessary to take sufficient measures against conservation in consideration of land use in the surrounding areas such as residential areas.

(5) Water quality of groundwater

The chemical solution injection method is based on the Ministry of Construction's “Provisional Guidelines for Construction of Construction Work Using the Chemical Liquid Injection Method”, but in the construction, based on the latest knowledge at that time, water pollution and soil contamination It is necessary to prevent.

(6) Ground

(A) Underground excavation work using the excavation method is planned to adopt a retaining wall with high waterproof properties, but it is necessary to consider ensuring sufficient water shielding properties continuously.

(B) In areas where alluvial deposits have accumulated, such as Takada-cho, and land subsidence has occurred in the past, it is necessary to consider appropriate auxiliary construction methods and perform sufficient construction management.

(7) Sunshine obstruction

Regarding the effects of shading due to elevated structures, when the project is embodied, a shading map according to time and an equal time shading map based on a detailed design was created, and the effects were clarified. It is necessary to inform the residents.

(8) Animals, Plants and Ecosystems

In greening the depot, it is necessary to select tree species mainly based on local species, listen to the opinions of experts, and make a greening plan that takes into account birds flying to the Tsurumi River.

(9) Landscape

The design of the station building and elevated structure needs to be planned from a broad perspective of a part of the surrounding environment.

(10) Waste, etc.

Oh, it is said that the soil generated by the construction will be reused for the embankment of the Kawawa Depot, etc., but it is necessary to describe in the evaluation report measures that take into account the possibility of mixing harmful substances.

Sludge generated in ceild construction and underground excavation work is to be reused as much as possible by dewatering, but when implementing it, it is necessary to coordinate with related organizations sufficiently to promote its use.

(11) Radio interference

In areas where radio interference has occurred, measures such as replacing antennas will be taken, but if it is difficult to deal with them by adjusting individual reception antennas, it is necessary to consider setting up joint reception facilities.

(12) Local Communities

Oh, near Hiyoshi Honmachi Station, it is said that some sections of the city planning road Shinyoshida Hiyoshi Line will be developed prior to construction, but it is necessary to describe the safety measures for pedestrians for construction vehicles in the evaluation report.

B. In the vicinity of Kitahassakucho, this project has an effect on hindering regional unity, so it is necessary to consult with local and related organizations sufficiently to reduce it.

C. Since the establishment of the new station is expected to be affected by abandoned bicycles around the station, it is necessary to consult with related organizations about the development of the bicycle parking lots and consider countermeasures.

3 Ex-post investigation

(1) Regarding the prediction of railway noise and vibration, it is necessary to verify the prediction value because the application conditions of the prediction are partially different.

(2) Monitoring and measurement of land subsidence and groundwater level must be carried out continuously for a certain period of time even after construction is completed.

(3) It is necessary to plan a post-survey such as monitoring after operation of the above environmental items and describe them in the evaluation report.
