1 Basic matters
(1) In areas affected by air pollutants by the Negishi Refinery Gasification Complex Power Plant (hereinafter referred to as the “Project”), environmental standards related to air pollution, such as nitrogen dioxide and suspended particulate matter, have not been achieved extensively.
In addition, the Negishi Refinery is one of the largest large-scale factories in the city and is an oil refinery with the largest crude oil processing capacity in Japan (61,200 kl/day), so there is a large amount of air pollutants from existing refinery facilities.
In addition, houses are close to the site boundary on the north side of the planned site of this project, and the back is a residential area on a hill, so special consideration must be given to improving the atmospheric environment etc. .
(2) Based on the Yokohama City Environmental Impact Assessment Guidelines, the “Environmental Impact Assessment Report for the Negishi Refinery Gasification Complex Power Plant Installation Project” (hereinafter referred to as the “Investigation Report”) provides information on environmental impact assessment measures such as radio interference and disasters (safety) as well as the contents of the survey.
2. Individual matters
(1) Air Pollution and Water Pollution
(A) In order to reduce the burden on the atmospheric environment of this project, it is necessary to adopt high-performance catalysts in sulfur recovery equipment and denitrification equipment, and to properly manage the operation and combustion management of the equipment.
Since ultra-heavy crude oil is used as fuel in this project, it is important to understand exhaust gas and trace substances in wastewater. Therefore, by analyzing exhaust gas and wastewater promptly after operation, the impact on the environment should be examined and appropriate measures should be taken as necessary.
C) In implementing this project, we plan to reduce the emission of air pollutants at existing refineries to reduce the impact on the air environment below the current level. However, further efforts are required considering the surrounding air environment.
For this reason, it is important to formulate and implement a low environmental impact plan for outline, which emits air pollutants, chimney height, discharge speed, etc.
(2) Noise
Since the new environmental standards for noise were enforced in April 1999, it is necessary to grasp the status of conformity in nearby houses, etc., and to analyze the effects from existing refineries if they do not comply.
In addition, it is necessary to carry out predictions and evaluations after the start of operation at the equivalent noise level and describe them in the evaluation report.
(3) Waste
For industrial waste such as unburned ash, wastewater sludge, waste catalysts, etc. generated from this project, the operator is responsible for analyzing the content, etc., and based on the results of this analysis, an appropriate contractor is selected. It is necessary to recycle resources or properly treat them.
(4) Landscape, etc.
Oh, about the color of the chimney in this project, it is a plan of red and white stripes, but in order to create a landscape that takes into account the view from the hill behind, etc., we will consider painting etc. based on the "Minato Color Plan" There is.

In the existing refinery, construction of the high-speed bay line is being carried out, but near the site boundary including these construction sites, Takagi should be planted as much as possible after the construction is completed, and consideration should be given to the landscape etc. There is.
(5) White smoke in the cooling tower
Oh, according to the forecast results of the survey, white smoke from the cooling tower by this project will not extend to the high-speed bay line, but an emergency manual assuming that white smoke flows into the high-speed bay line is created. thing. At the same time, it is necessary to analyze the relationship between white smoke and temperature, humidity, wind speed, etc., and to organize the conditions for preventive measures by accumulating this analysis.
(B) Since there is a concern about rust and mold generation due to water droplets generated by condensation of white smoke, monitoring with test pieces such as iron pieces that show the effect in areas where white smoke is expected to spread and comparison points It is necessary to take measures such as carrying out.
(6) Greenhouse gas
It is necessary to conduct an environmental impact assessment on greenhouse gases related to global warming such as carbon dioxide and describe them in the evaluation report.
