Opinion on Environmental Impact Assessment Method Statement for Construction Projects (Answer)

1 General matters
 Kawasaki City Planning Urban Expressway Railway No. 1 Kawasaki Transit Expressway Line Shinyurigaoka-Motosumiyoshi Construction Project (hereinafter referred to as the “Project”) is in Kawasaki City from Kami-Asao (starting point) in Aso-ku, Kawasaki City to Kizuki, Nakahara-ku (end point) The city plan is determined for about 15.5 km to the end point), and the entire underground railway will be constructed.
 In this project, since the planned depot site is close to Aoba-ku, Yokohama City, the implementation of the construction, the existence of the facilities, and the environmental impact associated with the operation will affect the city area. It is necessary to appropriately select the environmental impact assessment items, surveys, predictions and evaluation methods and conduct an environmental impact assessment.

2. Individual matters
(1) Implementation of construction
 A. Air quality
 Short-term forecasts of air pollutants associated with the operation of construction machinery should be made after understanding the most wind direction and wind speed in the local area.
 B. Noise
 For the evaluation of noise associated with the running of construction vehicles, use the environmental standards of the area facing the road as indicators for evaluation.
 C Vibration
 The evaluation of vibration associated with the operation of construction machinery is performed in comparison with the standards related to the regulation of vibration generated by specific construction work under the Vibration Regulation Law, but it is not necessarily appropriate depending on the operating time and frequency of construction machinery. Therefore, the vibration is a daily routine for local residents.
To assess whether there is no problem in living.
 D Groundwater
 Groundwater surveys should not be limited to disaster prevention wells, but should be used to understand the actual use of groundwater.
 Water quality surveys of groundwater should be conducted not only on environmental standards related to conservation in the living environment but also on environmental standards related to the protection of human health.
 (E) Land (land subsidence)
 Since the planned depot site is a valley, construction of underground structures may affect the city area due to the interruption of groundwater. For this reason, conduct a survey to accurately grasp the situation of groundwater.
 F. Mobility, Plants, Ecosystems
 Since the existing materials described in the method book have a long time to investigate and the scope of the survey is not appropriate as materials for this project, conduct a field survey based on the latest existing materials around the planned depot site.
(2) Existence and operation of land or structures
 A landscape
 For the forecast point of view of the depot, select a view point from Aoba Ward.
