Opinions on the Environmental Impact Assessment Method Book for Construction Projects (Answer)

1 General matters
 Kawasaki City Planning Urban Expressway Railway No. 1 Kawasaki Transit High Speed Railway Line between Shinyurigaoka and Motosumiyoshi (hereinafter referred to as the “Project”) is based on Kawasaki City from Kamiamao (starting point) in Asa-ku, Kawasaki City to Nakahara-ku, Kawasaki City. About 15.5 km to Kitsuki (end point), a city plan has been decided for about 15.5 km, and an ordinary railway with an underground railway with an underground ordinary railway with an underground railway.
 In this project, since the planned depot site is close to Aoba Ward, Yokohama City, the environmental impact of the implementation of the construction, the presence of facilities, and the operation of the facilities and operation will affect the city area. It is necessary to properly select the items, survey, prediction and evaluation methods and conduct environmental impact assessments.

2 Individual Matters
(1) Implementation of construction
 A. Atmospheric quality
 Short-term forecasts of air pollutants associated with the operation of construction machinery should be carried out after grasping the highest wind direction and wind speed in the region.
 B. Noise
 For the evaluation of noise associated with the running of construction vehicles, the environmental standards in the area facing the road shall be used as an index for evaluation.
 C Vibration
 The evaluation of vibration associated with the operation of construction machinery is based on the standards for the regulation of vibration generated by specific construction work under the Vibration Regulation Law, but it is not always appropriate depending on the operating time and frequency of construction machinery. Therefore, the vibration is not necessarily appropriate for local residents.
To evaluate whether there is no problem in living.
 D. Groundwater
 Groundwater surveys should not be limited to disaster prevention wells, but to understand the actual conditions of groundwater use.
 Groundwater quality surveys should be conducted not only on environmental standards related to conservation in the living environment but also for environmental standards related to the protection of human health.
 (E) Ground (land subsidence)
 Since the planned depot is a valley, if an underground structure is constructed, the effect of blocking groundwater may affect the city area. For this reason, a survey should be conducted to accurately grasp the groundwater conditions.
 Animals, plants, and ecosystems
 The existing materials described in the method document have a long survey period and the scope of the survey is not appropriate for the materials for this project. Therefore, a field survey should be conducted based on the latest existing materials around the planned depot.
(2) Existence and service of land or structures
 A landscape
 Select a view point from Aoba Ward for the predicted location of the depot landscape.
