Yokohama City Barrier-Free Basic Concept

In this booklet, we will introduce the barrier-free town that we will promote in the "Yokohama City Barrier-Free Basic Concept".
 

What is the Basic Concept of Barrier-Free?

 In areas centered on passenger facilities such as railway stations, facilities used by the elderly and disabled gather, and in areas where movement between facilities is usually performed on foot (important maintenance areas), public transportation, This is a concept created to promote barrier-free buildings, roads, off-street (rogai) parking lots, city parks, traffic lights, etc. in a focused and integrated manner.
 In the "Barrier-Free Basic Design", the scope of priority maintenance areas and the contents of businesses (specific businesses, etc.) to be implemented for barrier-free are determined. The aim is not only to make individual facilities barrier-free, but also to achieve "area and integrated barrier-free" that ensures continuity of buildings and roads.
 Yokohama City is promoting barrier-free towns based on this basic concept.

Maintenance projects based on the Basic Concept of Barrier-Free

 Based on "barrier-free basic design", each company carries out business of barrier-free in important point maintenance district.

Public transport specific business

Business related to barrier-free passenger facilities, etc.

Road Specific Business

Business related to barrier-free sidewalks

Traffic safety specific business

Business related to the installation of sound traffic signals

Building-specific business

Business related to barrier-free buildings

City park specific business

Business related to barrier-free park

Off-street (rogai) parking lot specific business

Business related to barrier-free off-street parking lots
Specified off-street parking lots are parking lots with a parking space of 500 square meters or more and a parking fee is collected.

Basic flow of examination of barrier-free basic concept

It takes approximately three years to formulate the basic barrier-free concept. Based on the discussions at the first to third subcommittees, we will determine the basic barrier-free concept. After development of basic design, we carry out specific business which we positioned in basic design in facility setting managers.
 The basic flow of the barrier-free basic concept study is as follows.

1st year

・The first meeting was held.
 We will consider the range, route, and facilities that make it barrier-free.
・Town walk inspection and workshop
 We perform barrier-free inspection in town walk and discuss problem in workshop.
・Barrier-free opinion offer
 Opinions regarding barrier-free will be solicited on paper or on the Web.

2nd year

・Collection of opinions, hearing of facility installation managers, etc.
 It will be held in Yokohama.
・2nd Ward Division
 About problem that came out in town walk check and opinion offer, we examine countermeasures.
・Coordination with facility installation managers, etc.
 The countermeasures will be coordinated by Yokohama City and facility installation managers.

3rd year

・3rd Ward Division
 We will examine the timing of implementation of the countermeasures and propose a draft basic concept.
・Finalization of the basic concept
・Consultation with facility installation managers, etc. based on the law
 We hold discussion based on law between Yokohama-shi and facility setting managers.
・Finalization of basic concept
・Creation of a specific business plan
 Please make each facility setting manager who have you carry out specific business.

From the fourth year

・Implementation of specific business
 We have you carry out each facility setting manager having you carry out specific business.

Yokohama's town replaced by the basic concept of barrier-free

 Based on the "Barrier-Free Basic Design", typical examples of specific projects implemented by each facility installation manager are as follows.

Public transport specific business

・Renovation of ticket vending machines
Renovation of ticket vending machines has made it easier for wheelchair users to use.
・Installation of a platform door or a movable platform fence
・Use of communication boards, writing instruments, etc.
We provide communication tools with various people, such as hearing-impaired persons, foreigners, and the elderly.

Road Specific Business

・Improvement of pavement material
We have changed the material to make it easier for anyone to move.
・Improvement of drain lids
If the hole in the lid is too large, the wheels of the wheelchair fit together, so the hole in the lid has been reduced to make it easier to move.

Traffic safety specific business

・Installation of acoustic signals

Building-specific business

・Installation of blocks for guiding visually impaired persons at the entrance
・Installation of two-step handrails on the stairs

City park specific business

・Refurbishment of toilets
 The space has been expanded and handrails have been installed to make it easier for wheelchair users to use.
・Secure parking spaces for wheelchairs
・Renovation of garden roads
 Pavement has been installed on the garden road to make it easier for wheelchairs and strollers to pass.

Educational enlightenment specific business

・Education and training necessary to facilitate movement, etc.
・Enlightenment activities to prohibit illegal bicycle parking
・Holding barrier-free classes
