No matter how the times change, teachers, etc., who are responsible for the growth of children, should continue to learn and improve their qualities as a guide to children, taking into account the background and demands of that era. Is required.
In March 2019, City of Yokohama, Board of Education Secretariat made final revisions to the Yokohama City Human Resource Development Index [Management Version] and in March 2020, the Yokohama City Human Resource Development Index [Teacher Version], the School Nutrition Staff and Nutrition Teacher Version] to foster faculty and staff who continue to learn.
This time, the national guidelines were revised in August 2022 to realize the “new teacher learning,” and the “4th Yokohama City Educational Promotion Basic Plan” was formulated in March 2023. Based on this, we revised the "Yokohama City Human Resource Development Index" to share goals for fostering faculty and staff who continue to learn autonomously.
In order to achieve the objectives of this indicator, the “image of teachers to be shown as career stages” and “specific content of qualities and abilities acquired by teachers, etc.” will be shared with university officials, schools, and the Board of Education. We will actively promote initiatives for integrated enhancement of training, recruitment, and training for teachers.

Setting the Career Stage

Review of “qualities and abilities” required of teachers
Under the current indicators, teachers and staff in Yokohama City are required to have three qualities and abilities, "professional training", "specialization", and "management", and use them as the vertical axis of the indicators. From the situation surrounding, we have decided that these two revisions will be more important in the future, such as "response to children who need special consideration and support" and "utilization of ICT and information and educational data."
Review the qualities and abilities required of managers
As for the qualities and abilities required of principals and vice principals, in the coming era, it is necessary to collect, organize, analyze, and share various data surrounding schools, elementary school student students, faculty and staff, and information on the internal and external environments in which schools are located (assessment), and maximize the educational power of schools through interaction between stakeholders inside and outside schools (facilitation).
