Functionally labeled foods (notification system)
By submitting information on the grounds for safety and functionality to the Commissioner of the Consumer Affairs Agency before selling, it is possible to display the effect of maintaining and improving health at the responsibility of the business operator.
Unlike foods for specified health use, the government does not review safety and functionality, and the reported information is published on the Consumer Affairs Agency website.
Foods for specified health use (individual permission system)
Foods that have been recognized based on scientific evidence to help maintain and improve health, and that labels such as "reducing cholesterol absorption" are permitted.
The effects and safety displayed are reviewed by the government, and each food is approved by the Commissioner of the Consumer Affairs Agency.

Persons who are obliged to provide information on health damage information (notifiers, etc.)
- Notifier prescribed in Article 2, Paragraph 1, Item 10 b of the Food Labeling Standards (notifier of functionally labeled food)
- Persons who have obtained permission under Article 43, Paragraph 1 of the Health Promotion Act pertaining to foods for specified health use (persons who have received permission for foods for specified health use)
Cases in which a duty to provide health damage information
Cases in which multiple cases of the same finding occurred in a short period of time among health hazards caused by the same functionally labeled foods
