What is the relief system for pollution and health victims?
Past Initiatives
Under the rapid economic growth from the 1930s to the early 1940s, serious pollution problems caused by air pollution have occurred, causing damage to the health of local residents.
For this reason, the "Basic Law on Pollution Control" in 1967, the "Special Measures Law Concerning the Relief of Health Damage Related to Pollution" in 1969, and the "Remedies for Health Damage Related to Pollution" in 1971, Yokohama City's original "Regulations on Measures" were enforced, and remedies for pollution and health victims who harmed their health due to pollution (hereinafter referred to as "certified patients") have been institutionalized by pollution have been institutionalized.
At present...
After that, after the remedies have been enhanced by several law revisions, the current "Law Concerning Compensation for Pollution and Health Damage" (enforced on March 1, 1988, hereinafter referred to as the "Law Concerning Compensation") And the "Yokohama City Pollution and Health Victim Protection Regulations" (enforced on November 20, 1974, hereinafter referred to as "protection rules").
With the enforcement of the Act on Compensation, etc., remedies will be continued for certified patients who have already been certified, and all areas designated by law (in the case of Yokohama City, the area on the sea side of the Tokaido Line in Tsurumi Ward) will be lifted and no new certification will be made.
In addition, a new health hazard prevention project will be implemented to prevent health damage caused by the effects of air pollution and to ensure the health of local residents.
What is the work of pollution health?
As a business for certified patients and their bereaved families based on the Act on Compensation, etc., we carry out compensation payment affairs such as the medical expenses, the Yokohama City Pollution and Health Damage Certification Examination Committee, and the Yokohama City Pollution and Health Damage Medical Fee Examination Committee. We also carry out pollution health and welfare services such as home medical treatment guidance services and businesses based on "protection rules".
In addition, as a health hazard prevention business under the Act on Compensation, etc., we conduct business targeting the general public (environmental health business), including the Health Checkups business, health consultation business, and functional training business.
