In order to prevent drug abuse, the Act on Ensuring the Quality, Efficacy and Safety of Pharmaceuticals and Medical Devices (Pharmaceutical Equipment Law) has a high probability of excitement or suppression or hallucinations. Designated by the Minister of Health, Labor and Welfare designates those that may cause harm to insurance and hygiene when used in the human body (excluding stimulants, cannabis, drugs, drug stimulants, stimulants, stimulants, stimulants, stimulants, stimulants, stimulants, stimulants, drug stimulants, drug stimulants, drug stimulants, drugs, drugs, drugs, drugs, drugs, drugs, drugs, drug psymplicensive drugs, drugs, drugs, drugs, drugs These substances are frequently added to the products that are distributed as dangerous drugs.
There are two types of designated drugs: those that specify each substance individually (individual designation) and those that comprehensively specify a specific group of substances with similar chemical structures (comprehensive designation).
As of 2019, more than 2,300 substances have been designated as designated drugs. Except for special cases, the Pharmaceutical Machinery Act stipulates that these designated drugs must not be manufactured, imported, sold, or advertise.

- Designated drugs shall not be manufactured, imported, sold, awarded, or stored for the purpose of sale or awarding purposes other than those specified by Ordinance of the Ministry of Health, Labour and Welfare (referred to as "uses for medical care, etc." in the next article).
(Restrictions on advertising)

- For designated drugs, when used in newspapers or magazines for pharmaceutical persons (meaning pharmaceutical persons or those engaged in research on natural sciences) who publish articles on medical affairs, pharmaceutical affairs, or natural sciences, etc. No one shall advertise the drug, except for those who use it for medical purposes.
