Among the second-class social welfare business stipulated in Article 2, Paragraph 3 of the Social Welfare Law, "For those who have difficulty living, lend simple housing or use accommodations and other facilities for those who have difficulty living It is a facility established as a business to let you do.

Based on the provisions of the Social Welfare Law, "Ordinance on Standards for Facilities and Operation of Free Low Price Lodging Facilities in Yokohama City (December 2019 Yokohama City Ordinance No. 35). (hereinafter referred to as "Ordinance"). )) (enforced on April 1, 2020).

1 Definition of free low-cost accommodation
　Those that satisfy "any of (1) to (3)" and "(4)
(1) Applicants must be limited to those who have difficulty living.
(2) Approximately 50% or more of the total number of residents must be social security recipients, and the contract relating to moving in must be other than lease contracts.
(3) Approx. 50% or more of the total number of residents must be social security recipients, and they provide services such as meals by receiving room charges and expenses other than utility fee.
(4) The fee for use of the living room is equal to or less than the social security's housing assistance.

2 Standards for Facilities and Operations
(1) Facility scale (capacity)
5 or more people can move in.
(2) Staffing
In addition to one facility manager, staff should be assigned according to the number of residents and the services provided.
(3) Qualification of staff
The facility manager must be qualified as a social welfare manager, or must have been engaged in social welfare projects for at least two years, or be deemed to have the same abilities.
(4) Structure of living room
A private room with a solid partition wall and door that has reached the ceiling with a capacity of one person.
(5) Floor area of living room
Except for storage facilities, etc., it shall be 7.43 square meters (approximately 4.5 tatami mats) or more.
（6） Usage fees
Depending on the content of the cost item, the amount shall be set in consideration of the actual cost and the expenses required to provide services.

In Yokohama City, "Guidelines for Free Low Price Accommodations (hereinafter referred to as" Guidelines ") In addition to pre-coordination with Yokohama City and neighboring residents prior to the commencement of the project, as well as notification documents prescribed by law, the Company has established its own required documents.

Among the free low-cost accommodations, the Public Assistance Act (proviso to Article 30, Paragraph 1 of the Act) approved by prefectures, designated cities and core cities that meet certain requirements such as staffing necessary for the implementation of support in daily life. The above facilities are called daily life support housing facilities.
Daily Life Support Housing Facilities provide support for social security recipients who have difficulty living at home, after formulating individual support plans tailored to their abilities and issues.
