Flow and timing of commission
In Yokohama City, commissions of local welfare officers, children's committees and chief children's committees are made twice a year. The flow of procedures up to commission is as follows.
- Director General will ask the Chairman of the Neighborhood Association of Neighborhood Association or the Chairman of the Association of Neighborhoods to form a District Recommendation Preparatory Committee or the Association of District Recommendation Preparatory Committee.
- [March-April, August-September] The District Recommendation Preparatory Committee or the Union District Recommendation Preparatory Committee selects candidates suitable as members of the Committee and recommends candidates to the Yokohama Citizens' Committee Recommendation Committee through the Director General.
- [Mid-May, Mid-October] The Yokohama Citizens' Committee Recommendation Committee discusses candidates and recommends candidates to the mayor who are deemed appropriate.
- [Late May, late October] The mayor consults with the Yokohama City Council of Social Welfare Consumer Affairs Committee Examination Subcommittee about candidates recommended by the Yokohama City Citizen's Committee Recommendation Committee.
- The Yokohama City Council of Social Welfare Consumer Affairs Committee Examination Subcommittee examines candidates consulted by the mayor and reports to the mayor about candidates recognized as appropriate.
- The mayor receives report of Yokohama-shi Council of Social Welfare local welfare officer examination specialized subcommittee and recommends candidate to the Minister of Health, Labor and Welfare based on the opinion.
- [early June, early November] The Minister of Health, Labor and Welfare commissions candidates to local welfare officers and children's committees, or decides who appoints them as chief children's committees.
- [July 1 and December 1] Commissioned as a local welfare officer, children's committee, and chief children's committee.

District Recommendation Preparatory Meeting
Simultaneous reelection and vacancy replenishment
The simultaneous re-election is held every three years, and all local welfare officers, children's committees, and chief children's committees are re-elected. In the case of Yokohama City, about 4,000 local welfare officers and children's committees and about 500 chief children's committees are commissioned.
Vacancy replenishment refers to commissioning an area that has retired for some reason and has become vacant during a three-year term. Yokohama City commissions twice a year (July 1 and December 1), and in this case, the term of office will be until the next simultaneous election.
